∎ Masters in development studies, disaster management, social science or relevant discipline from reputed universities in country or from abroad

∎ 7-8 years job related experience and knowledge will be considered as advantage and in that case educational qualification in Masters might be flexible
∎ At least 10 years of progressively responsible professional work experience, including at least 3-5 years in a similar role, at senior level in programme designing, management, monitoring, and evaluation, within an International organisations or UN system
∎ Demonstrated technical knowledge and experience of developing and managing programme focussing in at least one of these sectors – Nutrition, Food Security
∎ Proven track record in project designing; proposal writings and fundraising especially on cross-cutting issues of poverty reduction, climate change, health & nutrition, food security, gender and youth engagement. .
∎ Demonstrated experience of working in medium to large scale humanitarian programme; experience of working in Rohingya response will be an added advantage
∎ Sound understanding and demonstrated experience of developing and delivering high quality and safe programme factoring in Core Humanitarian Standards, Complaint and Response Mechanism, safeguarding / PSEA, Equality, Diversity and Inclusion.
∎ Demonstrated experience of managing grants from institutional donors (e.g. EU/ECHO, USGs – BPRM, BHA, UN donor and UN led humanitarian architecture
∎ Experience of managing medium to large size team in complex humanitarian situation
∎ Strong networking, coordination and representation skills both with internal and external stakeholders

Responsibilities & Context:
∎ Ensure high quality grants management
∎ Ensure the delivery of high quality programmes, whilst support in optimising use of financial, human and material resources
∎ Take responsibility for oversight support of all assigned grants for the Cox’s bazar programme adhering to the reporting and proposal commitments from a donor compliance perspective, including oversight of budget utilization ensuring quality and consistent spending.
∎ Lead the monthly Grants Review Meetings (GRMs). As part of this, working closely with the finance team, regularly track expenditure and monitor variances, including currency gains or losses, on programme budget/expenditure reports against budget forecasts and work with program Managers to revise projections and put in place required action plans in timely manner to minimise risks of under/over spending. . Ensure GRMs are action-oriented, with clear timelines and responsibilities, and monitor the changes and impact.
∎ Ensure PMs are regularly maintaining the reporting (narrative) schedule and grants management system (GMS), ensuring timely, quality and accurate reporting both internally and to donors, whilst also ensuring good record keeping, filing of donor reports and other finalised reports in the GMS platform
∎ Lead in the organisation of grant opening, and grant closure meetings in a timely manner.
∎ Liaise with programme staff to ensure that all deliverables are accomplished within the grant period and support that all budget revisions are carried out in time and in line with donor regulations.
∎ Job Purpose:
∎ The Deputy Programme Director (DPD) – Cox Bazar is accountable for the quality and timely delivery of all ongoing and future projects in Cox Bazar following Core Humanitarian Standards and other humanitarian principles. DPD under the strategic guidance of Director (Cox Bazar) will work closely with programme, MEAL and support functions towards development and delivery of programme, donor grants management and partnership management. DPD will also contribute in advocacy initiatives and cover for Director / Head of Office Position when post holder is out of office
