Educational Requirements:

∎ The DHoD nutrition/health/surveillance is responsible to oversee, coordinate and ensure the quality of Health, Nutrition and Surveillance programs ; S/He will represent Action Contre La Faim at Assessment Information and Management Technical working Group (AIMTWG) of Nutrition Sector and other platforms (Nutrition Cluster, Working Groups etc) ; S/He support in providing technical support for all nutrition/health/surveillance related issues in the country office ; S/He will be involved in assisting the HoD-Health, Nutrition and Surveillance for proposal and report writing, organize program evaluations and assessments.

Job Responsibilities:
∎ Provide support in the identification and articulation of the survey needs:
∎ Provide support in the identification and articulation of the survey needs of nutrition agencies both Nutrition Sectors and Cluster Level.
∎ In collaboration with ACF country and HQ level team and National Nutrition Services contribute to the identification of nutrition survey/assessment areas and activities according to needs and capacities.
∎ In collaboration with the HoD organize the ACF survey planning/retro planning.
∎ Assist HoD-Health, Nutrition and Surveillance for proposal writing, budget preparation etc
∎ In collaboration with the HOD, Technical Advisor and HQ expert design the nutrition survey/assessment methodology.
∎ Implementation of surveys/assessments according to Action Contre La Faim planning:
∎ Implementation surveys/assessments and ensuring their methodological and scientific soundness, as well as conducting data analysis and reporting
∎ Developing terms of reference, to select the tools and methods, the type of informants and/or sampling, selection of sample unit for field work, writing guidelines and set up work plan, logistical planning and any special tools needed (communication means, map, camera) to conduct surveys and assessments.
∎ At field level, facilitate identification, recruitment and training of local survey enumerators and team leaders training
∎ S/He will systematically provide the team training before the field work to test the questionnaire and methodology and to ensure that the team adheres to guidelines, protocols and methodologies in place
∎ S/He will organise for the field officer access to books, reports, key informant interviews and local authorities according to the needs of the survey
∎ Particular attention will be paid to the nature of the data to be collected, ensure data entry is done on a daily basis, and run plausibility checks to provide feedback to survey teams, and correct any mistakes identified. Main tools used for data processing are ENA for SMART and Excel.
∎ S/He will be responsible for writing the survey report and finalizing the report with HoD.
∎ Management of survey teams
∎ In collaboration with HR department, recruit the survey teams
∎ Ensure follow up of survey team: provide induction, define individual action plans, follow up on leaves, conduct appraisal, and promote positive team dynamics and motivation.
∎ Identification of training needs, define training contents/methodology and conduct training's for the team
∎ Provide effective support to Head of Department –Health, Nutrition and Surveillance :
∎ Support HoD in order to ensure the coherence of Action Against Hunger activities and reports
∎ Assist HoD for provision of technical support based on needs identified with the program staffs
∎ Actively participate with HoD in the programme strategy, narrative and financial parts of the project proposals
∎ Support and supervise Health and Nutrition Team at field level for smooth implementation of health and nutrition activity
∎ Follow up of the logistics requirements of the survey team with the collaboration with line manager, logistics department and relevant field coordinators
∎ Assist HoD of all technical reports for external release- ie nutrition surveys and rapid assessments: reports are validated by HQ- Technical Advisor/Pool.
∎ Provide timely monthly reports to HoD
∎ Participate in donor reporting- interim and final reports
∎ External Coordination:
∎ Representation of Action Contre La Faim independently / with HoD to Government authorities, UN agencies, partner NGOs, Nutrition Sectors, Nutrition Cluster and different thematic working groups as needed.
∎ Proactively support ACFs commitments to gender equality, child protection and disability sensitivity
∎ Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary
∎ Be strongly committed to Gender Equality and the Humanitarian Principals;
∎ Promote Gender Equality within the humanitarian and/or development work.

Additional Requirements:
∎ Age at least 18 years
∎ At least 5 years of professional experience including 2 years’ experience in nutrition surveillance (SMART/SQUEAC/SENS etc;
∎ Highly developed coordination and technical skills
∎ Strong understanding of national nutrition and health policies and national plans
∎ Experience in development and emergency of nutrition/health strategies and programmes
∎ Experience in nutrition/health program management in emergency set-up including proposal writing, project budget management, reporting and donor relation
∎ Strong understanding of nutrition information system, monitoring and evaluation

Salary: Tk. 131000 (Monthly)
