Additional Requirements:

**Minimum 10–12 years of progressive experience in financial management, with at least 5 years in a senior leadership role in NGO/INGO or development sector.

**Proven experience in financial management of donor-funded projects (USAID, EU, UN agencies, DFID, SDC, INGOs etc.).

**Strong knowledge of NGOAB regulations, VAT & Tax laws of Bangladesh, and international donor compliance.

**Experience in developing and implementing financial policies, systems, and controls.

**Excellent leadership, communication, and interpersonal skills.

Responsibilities & Context:

Position Summary

The Deputy Director–Finance will provide strategic leadership and oversight of the organization’s financial management, ensuring sound planning, effective control, and full compliance with donor and regulatory requirements. S/he will be responsible for developing and implementing financial strategies, policies, and systems that support organizational growth, transparency, and accountability. The position will oversee budgeting, financial reporting, audits, grants management, and risk management functions, while building the capacity of finance teams across projects and field offices. The Deputy Director–Finance will work closely with senior management, program teams, and external stakeholders to ensure optimal utilization of resources, strengthen internal controls, and support evidence-based decision-making for program effectiveness and sustainability.

Key Responsibilities

  • Supervise and guide directly all activities related to Financial Management of the organization.

  • Approve procurement, TA/DA and other expenses as per procurement policy and delegation of financial power of the organization.

  • Sign checks as per decision of the executive committee.

  • Make all efforts to make the procurement process fair and unbiased, and to ensure members of the Committee are rotated regularly as per management decision.

  • Conduct a periodical review of Financial and Administrative Manual and operation policies and procedures; and where necessary make amendments/improvements with the approval of Director and Council.

  • Initiate process of appointment of auditor, Tax consultant and other financial consultant as per rules of the organization.

  • Help auditor and consultants to carry out their activities.

  • Review the draft report with auditor and consultants.

  • Initiate process of obtaining approval of audit report by the Council.

  • Arrange replies to audit queries raised by external auditors, Govt. audit team and internal auditors and initiate process to settle the observations.

  • Supervise and guide directly all Human Resource Management and Development activities such as HR planning, recruitment and selection, training and development, performance appraisal, disciplinary action etc.

  • Supervise Deputy Manager (Admin) and ensure that all records as regards personnel such as new recruitment, employee personal records, Performance Appraisal, leave entitlement, promotion, disciplinary action, seniority list and employee Salary information are maintained properly and kept in orderly fashion;

  • Ensure training and development of the staff of own unit/ department.

  • Maintaining liaison with development partners and sub-contractors on all types of financial matters.

  • Maintaining project related important documents, agreements and contracts.

  • Supervise logistic support of BNWLA.

  • Representing organization as per management decision.

  • Perform any other duty/responsibilities assigned by the authorities.
