Experience:
A bachelor’s degree on technical discipline with IT qualification or higher in a relevant field such as Health informatics, Information Management, or related disciplines.
Master’s Degree on technical discipline with IT qualification or higher in a relevant field such as Health informatics, Information Management, or related disciplines will be given preference.
Experience, Competencies and Skills
3–5 years of relevant experience.
Knowledge and experience on Computer Science, Computer information system, Data Science etc.
Knowledge and expertise on database as SQLite, Firebase, PostgreSQL, Azure, etc.
Proven work experience in App making, dashboard and website development.
Proven experience in data management, preferably in the context of public health, health surveillance or community-based surveillance programs.
Proficiency in data management software and tools such as Microsoft Excel, Access, Talend, Informatica, Astera or other database management systems.
Familiarity with data analysis and visualization techniques using software such as R, Python, Go Data, SPSS, Power BI, etc.
Strong analytical and problem-solving skills, with attention to detail and accuracy.
Ability to write and prepare data analysis report in English.
Excellent communication and interpersonal skills, with the ability to work effectively in a multidisciplinary team and with diverse stakeholders.
Prior experience working in low-resource or humanitarian settings is desirable.
Fluency in English (written and spoken).

The Red Cross-Red Crescent Movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS), a national society of the Movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in the country. As an auxiliary to the government in terms of providing the humanitarian assistance, BDRCS has been working to prevent and alleviate human suffering through rendering humanitarian services in partnership with local authorities and communities across all the districts of Bangladesh through its 68 branches and dedicated network of volunteers, in line with the international humanitarian standards and adhering to the seven Fundamental Principles of the Red Cross Red Crescent Movement.
BDRCS activities include Humanitarian Response, Climate Change Adaptation, Disaster Management, Health and Wellbeing, Capacity Building and Promoting Red Cross/ Red Crescent ideals and principles.
Currently BDRCS is looking for a suitable Bangladeshi candidate for the mentioned position:
Duty Station: IEDCR, Dhaka
Duration of Contract: 1 year (with possibility of extension subject to satisfactory performance and availability of fund)
Job Purpose: The Data Management Officer (DMO) will support the establishment and operation of a real-time Community-Based Surveillance (CBS) data management system at IEDCR, Dhaka. The role involves managing digital and manual platforms for systematic data collection, transmission, analysis, and reporting to facilitate early outbreak detection and response.
Job Description/ Responsibilities-
Support the preparation and regular updating of the CBS online data collection system (CBS App), dashboards, data collection tools, and databases as per the guidance of the technical team and the needs of the community-based surveillance program.
Coordinate with the CBS technical teams of BDRCS and IEDCR for data collection, analysis, reporting, data integration, and effective implementation of the surveillance system.
Conduct routine data analysis and monitoring to ensure data quality and integrity, identify trends and generate alerts for early investigation and response, and prepare daily, monthly, urgent, and special reports as required.
Prepare and maintain data collection guidelines, tools, SOPs, and data management processes, ensuring proper data validation, quality assurance, protection, privacy, and compliance with relevant regulations.
Train and provide technical support to community health volunteers, BDRCS staff, and volunteers on data collection, data entry, validation, quality assurance, and data management best practices.
Support the integration of CBS data with existing health information systems of BDRCS and IEDCR, and work with the BDRCS and IFRC Information Management teams to ensure proper and timely reporting to BDRCS, IEDCR, IFRC, and other stakeholders.
Work under the guidance and supervision of the CBS Focal Person / Senior Health Officer (SHO), BDRCS, assisting with official work including file management, documentation, reporting, coordination, and other assigned responsibilities.
Participate in relevant meetings, workshops, trainings, and coordination activities, and maintain effective communication and collaboration with BDRCS, IEDCR, IFRC, and other members of the surveillance network.
Work from the BDRCS and IEDCR offices as required by program needs, and provide other relevant technical, administrative, and operational support to the national team as assigned.
