Educational Requirements:

Job Responsibilities:
∎ Responsibility 1: Ensuring HI BGD’s Compliance with National Regulations and Practices
∎ Aim: To ensure the smooth running of HI BGD with respect to its administrative obligations
∎ Benchmark: Efficient and effective functioning of the administrative tasks in compliance with national legal requirements
∎ Activities:
∎ In consultation with legal support from lawyer’s firm, ensure that the administrative organization is compliant with legal requirement, efficient and ethical.
∎ Ensure that agreements are valid and assist managers in drawing them up (for the administrative and legal aspects).
∎ In consultation with legal support, support HI BGD on legal issues.
∎ Ensure compliance with all GOB tax regulations, and follow up on this on a regular basis.
∎ Plan, supervise and ensure proper preparation/submission and follow up on various GOB applications (FD6, FD2, etc) in close coordination with Project and support departments as necessary.
∎ In line with FD submissions, conduct regular monitoring on programme activities/ documents (procedures, organizational chart) and ensure effective communication on changes with concerned teams.
∎ In collaboration with Country Director (CD), proactively meet with NGOAB and other government department’s representatives as often as necessary to obtain documents or resolve issues related to program development in Bangladesh.
∎ Supervise the Liaison team members and ensure that international staff work permits and visas are processed and ensure that visa application processes for team members and visitors as and when required
∎ Streamline and document the FD processes through development and/or update of SOPs, guidance and standardized templates, ensuring transparency and resilience of these processes to liaison staff turnover.
∎ Responsibility 2: Strengthening HI BGD Relations with Government stakeholders
∎ Aim: Support CD in developing HI’s position and visibility within Bangladesh
∎ Benchmark: Positive relation and linkage with the authorities
∎ Activities:
∎ Work with CD, Program, Support and Technical teams to build positive and constructive relationships with key partners from government and any other parties as required.
∎ Upon delegation by Country Director, represent and promote the organizational strategic vision in coordination meetings with government authorities, donors, partners, and other stakeholders.
∎ Ensure HI vision, values and mandate are promoted among partners, government authorities and other stakeholders.
∎ Support and advise CD on development of administrative and programmatic contacts
∎ Co-Lead assessment and due diligence process for implementing partners
∎ In collaboration with CD and Finance Manager, responsible for proper filing of original GOB, donors and partners documents
∎ Responsibility 3: Ensuring the quality management of HI Bangladesh internal regulatory framework
∎ Aim: Provide a comprehensive, transparent, up to date and effective system to support and document HI’s operations in Bangladesh
∎ Benchmark: HI team members have the resources, information and training necessary to deliver effective and quality program results
∎ Activities:
∎ Ensure donors and GOB compliance requirements are captured in HI’s regulatory framework and in activities being implemented in Bangladesh, and support their dissemination.
∎ Contribute to the development and/or update of HI country specific procedures and systems.
∎ Lead the roll-out of HI’s internal policies and procedures, their dissemination and monitor their effective implementation.
∎ Co-lead with the other Country Managers the dissemination of HI Global institutional policies and directive with specific focus on PSEAH, Child protection, Code of conduct and anti-fraud policies
∎ Co-Lead the Code of Conduct Reporting Mechanism and the administrative investigations process in case of breach in HI’s regulatory framework.
∎ Support the Internal auditor and Finance Manager on compliance aspects, ensuring in particular that root causes for compliance deviations are addressed in a systemic way.
∎ Monitor archiving throughout the programme is compliant with HI Archiving procedure.
∎ Support mission security focal points in the monitoring of security and compliance with security guidelines.
∎ Proactively identify organizational risk and propose mitigation measures to address them.
∎ Liaise with HI HQ contact points as necessary to facilitate HI BGD operations
∎ Carry out any other responsibilities as requested by the CD
∎ Position in the Organization Chart: Under supervision of Country Director
∎ Duration of the Contract: One Year

Additional Requirements:
∎ Age at least 25 years
∎ 5-7 years’ experience in supporting governance programme and/or advocacy and policy engagement and/or compliance management
∎ 5-7 years’ experience as Compliance Manager / Deputy Country Director/Head of Administration/ Operations in any reputed organizations with demonstrated ability to manage complex operations.
∎ Experience with high-level representation and networking with policy makers, Donors and other stakeholders
∎ Proven experience and skill working with Government of Bangladesh
∎ Advanced knowledge on GOB Administrative structure and protocols especially with NGOAB, Immigration, and Relevant Ministries.
∎ Demonstrated familiarity with the legal and compliance aspects of NGO operations in Bangladesh
∎ Experience working effectively in coalitions/networks of civil society organizations, NGOs
∎ Sound knowledge of development concepts especially local government, good governance, human rights, and women’s empowerment etc
∎ Exceptional transformative leadership skills for building leadership of others
∎ Advanced knowledge of donor compliance requirements, in particular UNHCR, DFID, DOS, DFAT
∎ Proven ability to streamline and standardize processes
∎ Proven sound strategic thinking and planning skills, including ability to think creatively and be innovative, set priorities, manage work plans and evaluate progress
∎ Experience on Safeguarding management
∎ Proven ability to manage a team, with good communication and interpersonal skills and an ability to motivate staff and build technical capacity
∎ Strong analytical and problem-solving skills, creativity, resourcefulness and flexibility and representation skill
∎ Excellent verbal and written communication skills in Bangla and English.
∎ A creative and dynamic work style to come up with innovative solutions to problems
∎ Proactive and independent attitude to work
∎ A confident communicator and networker with excellent networking and relationship-building skills, and the confidence to work with people at all levels of seniority and from different backgrounds
∎ Attention to detail and ability to prioritise work in order to meet competing deadlines
∎ Willingness to undertake very frequent visit of relevant government institutions in Dhaka or other city
