Max Foundation Bangladesh is expanding access to safe and sustainable water services through market‑based and technology‑enabled approaches. A flagship initiative is the Max TapWater Smart Water Grid, which integrates digital monitoring systems, smart metering, renewable energy components, and improved operational management.
Max Foundation seeks to assess whether carbon project development and carbon finance mechanisms can become viable financing vehicles for its WASH portfolio.
Objective of the Assignment
The consultancy will:
Assess the technical feasibility of carbon project development for Max Foundation’s WASH interventions.
Evaluate the financial potential of carbon finance mechanisms.
Develop a roadmap positioning Max Foundation as a sector leader in water‑related carbon finance in Bangladesh.
Establish operational systems, partnerships, and processes required for carbon project registration and validation.
Scope of Work
Phase 1 (Months 1–3): Carbon Viability Assessment and Readiness Framework
WP1: Carbon Opportunity Screening & Baseline Assessment
Review Smart Water Grid technical design, analyze energy use, identify carbon mitigation sources, review Max Foundation WASH portfolio, and screen potential carbon project types.
Deliverable: Carbon Project Pipeline identifying viable opportunities.
WP2: Carbon Project Development Framework & MRV System
Onboard carbon project developer firm, identify applicable methodologies and standards, design baseline approach, develop MRV framework using digital monitoring systems, outline project aggregation approach, and define registration/validation process.
Deliverable: Carbon Project Development Framework including methodology options, MRV structure, baseline definition, and development pathway.
WP3: Carbon Finance Structuring & Funding Mechanisms
Estimate emission reduction potential, model carbon revenue scenarios, assess market prices and financing flows, design funding mechanisms where carbon revenue supports upfront infrastructure investment, align with Bangladesh NDC and climate policy, and develop sector engagement strategy.
Deliverable: Carbon Finance and Funding Mechanism Framework with financial models and structures.
Phase 2 (Months 4–6): Carbon Project Preparation and Market Positioning
WP4: Institutional Readiness and Governance Setup
Assess internal MRV capacity, data ownership, governance, legal/accounting readiness, and decision‑making structure.
WP5: Policy and Sector Engagement Roadmap
Develop a controlled engagement plan with national stakeholders, including carbon market policy actors and Article 6.2 institutions.
WP6: Partnership and Carbon Market Engagement
Map and engage with climate finance partners, carbon developers, buyers, registries, and financing partners.
WP7: Pre‑Registration Preparation
Prepare roadmap for PDD development, validation, registration, MRV setup, buyer engagement, and financing structure.
