∎ Reporting to: Social Policy Specialist/Program Coordinator-Social Protection, SPEAR, UNICEF
∎ Objectives, Purpose and Expected Results:
∎ The objective of hiring a community mobilizer is to provide coordination and monitoring support to Upazilla Women Affairs Officer in Sathkhira for implementing the MCBP cash-plus interventions in 12 Uninos of Shyamnagar Upazilla. Description of the Assignment
∎ The key purpose of the volunteer is to provide technical and coordination support to the government to facilitate and coordinate the implementation and scale-up of the Mother and Child Benefit Programme (MCBP) at Shyamanagar Upazila under Satkhira district. Scope of the assignment include:
∎ Generate quality data and reports toward milestone
∎ Generate evidence, stories, etc. based on field findings
∎ Ensure process documentation
∎ Enhance capacity of Women Development Workers and provide hands-on support
∎ Identify issues, and challenges and ensured quality improvements of program implementation and service integration as per the program requirement
∎ Established a coordination mechanism among stakeholders i.e. government and CSOs
∎ Ensured smooth project communication in project areas
∎ Administrative Issues:
∎ The community mobilizer will be located at Shyamnagar Upazila and report to Social Policy Specialist SPEAR Section, UNICEF, Dhaka.
∎ For payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.
∎ Stationery and other office equipment will be borne by the community mobilizer
∎ The community mobilizer will be responsible for paying all taxes as per government rules
Job Responsibilities:
∎ The volunteer will perform tasks in the following areas of social protection especially the mother and child benefits program:
∎ Collect and ensure Mother and child benefits program-related data, information, and reports as well as review, analyze information/reports, compile reports, and submit them to management
∎ Work closely with UWAO and UWDWs to ensure quality implementation of MCBP Cash Plus interventions, service integration, etc. at Shyamnagar
∎ Provide on-job-coaching and capacity-building support to UWDWs to ensure quality implementation of MCBP cash-plus interventions
∎ Liaison and coordinate vertically and horizontally with UWAO, project staff, GoB officials, GOB, and other stakeholders as well as UNICEF Officials and other projects, etc.
∎ Follow up and monitor MCBP plans and activities, identify improvement areas, and provide feedback for further development
∎ Support to establish MCBP M&E, MIS system, etc.
∎ Support to conduct different management visits, training, workshops, etc.
∎ Visit the field and observe MCBP Cash Plus activities regularly
∎ Participate and contribute in different Upazila and Union level meetings
∎ Prepare reports based on proper process documentation and submit them monthly and required basis
∎ Perform tasks as per management and program requirements as well as UNICEF's other program/project
Additional Requirements:
∎ Minimum one (1) Year of experience working at the community level Social protection, child protection, local governments, health and nutrition or in development projects, etc.
∎ Previous experience in similar activities with the UN or INGOs will be an added advantage
∎ Previous work experience with government (national and/ or sub-national level) is desirable
∎ Demonstrate knowledge, experience understanding of the Bangladesh context (rural areas), especially in the area of social protection will be an added advantage
∎ Sound knowledge of Social Protection, CRC, PSEA, child safeguarding, gender sensitivity, etc.
∎ Good background and skills in facilitating training, workshops, coaching, and mentoring others
∎ Proficient in Word, PowerPoint, and Excel or other statistical analysis software
∎ Ability to work in a multi-disciplinary team and support unexpected tasks.
∎ Flexibility and ability to work under pressure.

∎ Language Requirements :
∎ Fluency in Bangla and good English communication skills are required.
Salary:
∎ Consultant will get BDT 74300 per month (consolidated) including travel and DSA; other cost communication equipment, PC etc. are to be borne by the consultant
Consultant will be responsible to pay all taxes as per government rules and regulations.
