Educational Requirements:

∎ Training in humanitarian standards

Job Context:
∎ To manage provision of clinical care to COBID-19 affected patients admitted in ITC facilities.
∎ WC/Medair will support a ITC facility being run by IOM.

Job Responsibilities:
∎ (Management)
∎ With the support of the Health PM / Health Advisor, be responsible for the implementation, management, supervision of clinical services in the ITC in line with the activity plan and time frame of the relevant project proposal, and any applicable national and international guidelines and standards
∎ Provide daily leadership of the facility clinical ward
∎ Continuously monitor and supervise clinical activities to ensure and to track the quality of the programme.
∎ Coordinate with IOM and other agencies and ensure integration of inputs from partners.
∎ Oversee the process of data collection, collation and dissemination to meet the requirements and deadlines set by WC/Medair and/or external partners
∎ Ensure accurate and timely reporting of activities for internal and external reports
∎ (Staff Management)
∎ Manage the assigned clinical team including recruitment, day-to-day management, development and training, appraisals, time sheet approval etc.
∎ Facilitate regular team meetings with teams, reviewing teams and individual objectives, ensuring team members are kept informed of issues relevant to their work and providing an opportunity for feedback
∎ Ensure the assigned clinical staff members receive relevant and appropriate supervision, coaching, mentoring and training in order to develop their personal and professional skills, knowledge and understanding. This may be through on-the-job training and taught sessions such as CME.
∎ (Communication and Coordination)
∎ As required and directed by the PM, serve as coordination focal point for the facility management team with IOM field coordination system and other multi-sectoral actors
∎ Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned IOM and WC/Medair technical and managerial staff and other relevant stakeholders (e.g. WFP, NFI partners, WASH partners, beneficiaries, community leaders, local and national government officials, UN agencies, partners and other NGOs)
∎ Represent Medair at relevant local level coordination meetings if delegated/designated.
∎ (Logistics)
∎ In coordination with the line manager and IOM, ensure the correct and timely ordering of all necessary medicines, supplies and equipment for the SARI-ITC and activities, ensuring minimum stocks are maintained and items are stored and distributed correctly
∎ (Quality Management)
∎ Promote and use the HS and Medair standard guidelines and formats are used and guidelines are followed
∎ Implement, as far as is possible, within operational constraints, relevant policies and standards relating to health service delivery including Sphere and HAP standards, Ministry of Health and donor guidelines and other good practice
∎ Participate, as requested, in Medair internal workshops and distance learning sessions to keep up with changing trends, new guidelines and best practices
∎ (Monitoring & Reporting)
∎ Ensure all patient consultations are documented and patient records completed.
∎ Submit daily reports in a timely manner.
∎ Ensure regular inventory and consumption tracking of medical drugs and supplies.
∎ Work with relevant staff to ensure prompt requesting of medical drugs and supplies
∎ (Other Duties)
∎ As directed by the line manager

Additional Requirements:
∎ Age 30 to 55 years
∎ Both males and females are allowed to apply
∎ Degree in medicine from recognized institution
∎ Registered and licensed by the Bangladesh Medical Board
∎ Diploma or certificate in public health. (Desirable)
∎ Training in humanitarian standards. (Desirable)
∎ At least 10 years clinical experience in hospital level or 24/7 PHC
∎ Experience in working/managing referral hospitals is preferable
∎ Previous work in Hospital set up administration
∎ Previous work within emergency and outbreak response context or mass casualty incident is an added advantage.(Desirable)
∎ Previous work with a humanitarian NGO. (Desirable)
∎ Fluent in written and spoken English
∎ Fluent in Bengali
∎ Fluent in Chittagonian dialect
∎ Fluent in Rohingya language (Desirable)

Salary: Negotiable
