Job Context:
∎ Abt Associates is a mission-driven, global leader in research and program implementation in the fields of health, social and environmental policy, and international development. We are currently seeing a qualified Chief of Party for the upcoming USAID-funded Local Health System Sustainability (LHSS) Bangladesh Activity.

∎ USAID Bangladesh is supporting the Government of Bangladesh in its efforts to achieve Universal Health Coverage (UHC) by 2030. Bangladesh has directed attention toward improving coverage, efficiency, and quality of essential health care services. It is critical in order to achieve UHC the GOB needs to strengthen its capacity and commitment to financing self-reliance of the health sector.

∎ LHSS`s work will span four key areas:

∎ Strengthening Public Financial Management and Regulatory Functions
∎ Supporting and testing social protection models in health to reduce catastrophic spending
∎ Building on the Blended Financing Roadmap Process to identify Innovative financing and transaction opportunities
∎ Strengthening Private Sector Engagement and Incubation Platforms
∎ The COP will represent the project and work in close collaboration with the Ministry of Health and Family Welfare, Ministry of Finance, Ministry of Public Administration, Ministry of Planning, Ministry of Local Government, Ministry of Child Affairs, etc. Additional stakeholders for collaboration include DFID, World Bank, WHO, UNICEF, University of Dhaka/Health Economics Department, and others as identified. USAID mechanisms with current and planned programming in Bangladesh (e.g. MaMoni MNCSP, AUAFP, AUHC, MTaPS, RDM, etc.) will be consulted on related activities in order to provide coordinated and complementary technical assistance to the Government of Bangladesh.

Job Responsibilities:
∎ The COP will:
∎ Provide strategic direction, technical leadership, and project management to successfully implement planned activities and produce results.
∎ Represent Abt Associates and LHSS to the USAID Mission, ministry officials, development partners, and other key stakeholders.
∎ Oversee timely implementation of monitoring and evaluation (M&E) plans for project activities.
∎ Oversee the operation of management systems and operating procedures for the implementation of project activities.
∎ Coordinate with and leverage similar projects from surrounding development partners and local stakeholders for better results and optimized cost efficiency.
∎ Supervise institutional sub-agreements with assistance from the Abt Senior Management Team.
∎ Monitor the progress and pace of project implementation, assuring that the full potential of the program is realized through the promotion of high quality work and internal control
∎ Coordinate closely with the home-office based Country Manager, Regional Manager and Project Operations Analyst to assure that all managerial and administrative matters are communicated and actions comply with the provisions of the contract and with USAID.
∎ Ensure that project budget projections, expenditure, tracking and reporting are in accordance with USAID requirements, procedures and practices.
∎ Ensure a successful start-up and completion of the project including the documentation and dissemination of project achievements and execution of administrative project close-out.

Additional Requirements:
∎ 10 years of relevant experience.
∎ The COP is expected to have the strategic vision, leadership qualities, depth and breadth of technical expertise and experience, professional reputation, management experience, interpersonal skills and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the program description.
∎ Master's Degree (minimum), or a Doctorate (desirable), in Health Economics/Health Finance (preferred), Public Health, Management, Medicine, Health Administration, or other relevant field.
∎ 10+ (15+ desirable) years of relevant professional experience in managing progressively complex health programs. Experience in managing USAID programs is preferred (but not required.) Previous experience as a Chief of Party is preferred but not required.
∎ Recognized expertise in heath financing, with demonstrated success in strengthening health financing, including social health protection schemes and domestic resource mobilization.
∎ Proven track record of working effectively with government counterparts at various levels, ideally in Southern Asia. Experience in Bangladesh is highly preferred.
∎ Substantial developing country context experience, combining health systems strengthening and broad competencies in public financial management, social protection models, and other health financing functions (preferred).
∎ Demonstrated leadership and management skills and ability to lead and motivate multidisciplinary, multicultural teams.
∎ Ability to establish and maintain effective working relationships with USAID, ministry officials, and other development partners and a proven track record of interacting with other projects, high-level host country governments and international agencies.
∎ A proven, successful record of achieving results.
∎ Fluency in English is required.
