Responsibilities & Context:

Job Context: Friends in Village Development Bangladesh (FIVDB) is going to implement ECHO-funded under its Humanitarian Preparedness and Response Program, Cox's Bazar, in partnership with Plan International Bangladesh. The position will be recruited to implement the project based at the Field Office at Ukhia, with substantial field activities at different camps and host communities. The job is contractual for the project period with a three (3) months’ probation period.

Job Responsibilities:

The Case Management Officer will oversee a number of programme support functions in the refugee camps and host communities (Ukhiya). He/she will deliver Case Management services in a timely and appropriate (quality and scale) manner to child survivors of and children at risk of abuse, violence, exploitation, and neglect. He/she will work closely with the affected communities, as part of the team with support from the Project Coordinator (PC) and Technical Coordinator. S/He will maintain effective coordination with the M&E Officer, Technical Officers, and field staff of the project.

Key Area of Responsibilities:

Key Area 1: Planning and Programme Implementation:

• In collaboration with the Case Management Coordinator and other Caseworkers, implement Case Management in accordance to Standard Operating Procedures at the Cox’s Bazar level, and the Inter-agency Guidelines on Case Management and Child Protection as well as the inter-agency CM Tools and Flow Chart.

• Strictly adhere to data protection and confidentiality protocols – only share case information on a need-to-know basis and with written consent, except in life-threatening situations.

• Maintain accurate, confidential, and up-to-date case records in CPIMS+ (Child Protection Information Management System), ensuring all data entries are completed within 48 hours of case contact.

• Identify and register cases, conduct Rapid and Comprehensive Assessments of children in need/at risk, prepare and implement case plans, make referrals to relevant services, follow up and close cases when appropriate. Organize case conferences with other actors when needed.

• Conduct weekly case review and prioritization meetings with the Technical Coordinator-Protection to discuss complex cases, identify gaps, and adjust case plans as needed.

• Collaborate with FTR team, ensure that referrals are clearly documented and that services are provided to Unaccompanied and Separated Children and Orphaned Children.

• Make referrals for cases needing specialized support to the Case Management and ensure that referrals of vulnerable children from the team’s work are followed-up.

• Contribute to regular update of service mapping, liaise with other internal/external services, agencies through referral pathway and coordinate cases within the framework of inter-agency cooperation.

• Co-facilitate, support and monitor community-based child protection mechanisms, including protection committees and youth clubs.

• Facilitate psychosocial support and protection focused group interventions integrating age, gender, disability appropriate messaging and support.

• Support and mange Project organizers in their day-to-day implementation of activities.

• Support in any logistics and preparations to ensure that project activities are carried out in a timely and orderly manner.

• Carry the assigned activities with a particular focus on Education in Emergencies (EiE) and Child Protection in Emergency (CPiE) for the targeted participants including children in the Rohingya camps and host community.

• Ensure implementation is aligned with ECHO compliance requirements, humanitarian principles, safeguarding standards, accountability commitments, and donor visibility guideline.

• Any other task assigned by supervisor.

Key Area 2: Monitoring, Evaluation, Research and Learning (MER&L):

• Contribute to reporting (data collection, and narrative report) according to donor/projects requirements.

• Provide regular updates to supervisor on the progress of the implementation, challenges faced, and additional support needed.

• Ensure effective risk management, proper documentation, and timely escalation of implementation challenges, safeguarding concerns, and operational issues to management.

• Documents best practices and success stories and support the development of opportunities for shared learning within and across teams.

• Track all open cases and ensure follow-up visits occur according to case plan timelines.

• Track and report on key case management indicators, including number of cases identified, assessments completed, case plans developed, referrals made, and cases successfully closed.

Key Area 3: Capacity building:

• Support in design and facilitation of capacity development activities/training for volunteers in the areas of CM guiding principles, identification, registration, case planning, referrals, follow-up, and case closure, communicating with children, identification of signs of abuse, working with community structures, providing psychological first aid, etc.

• Facilitate capacity building plan with PLAN International Bangladesh for community volunteers.

• Contribute to recruitment of volunteers with support from supervisor.

• Provide on-the-job coaching and support to the volunteers in technical aspects of the program.

Key Area 4: Coordination and External Representation:

• Maintain effective coordination with sector coordination platforms, CiCs, local administration, and relevant stakeholders in Ukhiya, camp level and in Cox’s Bazar.

• Attend and contribute to inter-agency case review meetings for complex or multi-sectoral cases, ensuring coordinated responses without duplicating efforts.

• Collaborate with other case management agencies operating in working areas (camps 1W, 6, 21 & 24) to avoid duplicate case registration and ensure seamless referrals.

• Attend staff meeting in Cox’s Bazar & Ukhiya.

Child protection, gender equality, and inclusion:

Ensures that FIVDB and Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy, including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and FIVDB and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
