Cargo Operations Manager

Bangladesh Oil and Foodstuff Co., Ltd.

Location: Hazrat Shahjalal International Airport (HSIA), Dhaka, Bangladesh

Position Summary

The Cargo Operations Manager is responsible for managing all airport cargo terminal operations, ensuring efficient handling of import, export, transit, and bonded cargo while maintaining compliance with customs regulations, airport authority requirements, airline procedures, safety standards, and company policies.

The position serves as the primary on-site operational leader and coordinates with customs, airlines, freight forwarders, warehouse operators, transport providers, and government authorities.

Key Responsibilities

1. Cargo Operations Management

• Supervise daily cargo handling activities.

• Ensure timely cargo receiving, storage, loading, unloading, and dispatch.

• Monitor cargo movement from arrival to final delivery.

• Ensure compliance with airline and cargo terminal SOPs.

• Manage bonded warehouse operations where applicable.

2. Import & Export Coordination

• Coordinate import clearance activities.

• Coordinate export cargo acceptance and shipment preparation.

• Verify shipping documentation.

• Monitor shipment schedules and cargo status.

• Resolve shipment delays and operational bottlenecks.

3. Customs & Regulatory Compliance

• Liaise with Bangladesh Customs authorities.

• Ensure compliance with Customs regulations.

• Coordinate customs inspections and examinations.

• Maintain accurate operational records.

• Ensure proper documentation retention.

4. Airport & Government Liaison

• Maintain working relationships with:

  • Civil Aviation Authority of Bangladesh (CAAB)

  • Airport Cargo Village Authorities

  • Bangladesh Customs

  • Airlines

  • Freight Forwarders

  • Ground Handling Agents

• Attend operational meetings as required.

5. Warehouse Management

• Supervise warehouse inventory.

• Monitor cargo storage conditions.

• Ensure cargo safety and security.

• Conduct periodic inventory audits.

• Investigate cargo discrepancies and losses.

6. Team Management

• Lead cargo operations staff.

• Prepare duty rosters and manpower planning.

• Conduct staff training.

• Monitor employee performance.

• Enforce workplace discipline and safety requirements.

7. Transportation Coordination

• Coordinate truck arrivals and departures.

• Optimize cargo dispatch schedules.

• Monitor transportation service providers.

• Resolve transportation delays and issues.

8. Safety & Security

• Ensure compliance with airport safety regulations.

• Implement cargo security procedures.

• Report incidents and operational risks.

• Participate in emergency response activities.

• Maintain workplace safety standards.

9. Reporting

Prepare daily, weekly, and monthly reports including:

• Cargo volume

• Import shipments

• Export shipments

• Customs clearance status

• Warehouse occupancy

• Operational KPI performance

• Incident reports

Qualifications

Education

Bachelor's or above Degree in:

• Logistics

• Supply Chain Management

• Business Administration

• Aviation Management

• International Trade

or equivalent experience.

Experience

Minimum 10 years experience in:

• Airport cargo operations

• Freight forwarding

• Customs clearance

• Logistics operations

At least 5 years in a supervisory or managerial position.

Preferred Experience

Working Hours

As required by airport operational schedules, including shift work, weekends, public holidays, and emergency operations when necessary.
