Job Context:
∎ The USAID Feed the Future Bangladesh Improving Trade and Business Enabling Environment activity (BITBEE) will support the Government of Bangladesh (GOB) to bolster economic growth and food security by improving trade facilitation, enhancing market access, and improving the business enabling market.
∎
∎ The Business Enabling Environment (BEE) Specialist will assist in managing all activities that support improving the business enabling environment, including streamlining and simplifying processes related to the World Bank`s Ease of Doing Business Indicators and digitizing government services to ease business operations and make services more transparent and accessible.
Job Responsibilities:
∎ Provide technical support to the Senior BEE specialist, COP and DCOP to manage and oversee project activities, including streamlining and simplifying processes related to the World Banks's Ease of Doing Business Indicators, and digitizing government services to ease business operations and makes services more transparent and accessible to both men and women.
∎ Design and develop suggestions for better implementation of business enabling environment reform measures in dealing with Government-to-Business (G2B) services such as: silence means consent; one-stop-shop approach; removal of licenses and other types of permits or streamlining of related procedures and requirements.
∎ Design and develop, in cooperation with BITBEE's counterparts, guides on company registration, obtaining G2B services and dealing with other regulatory aspects of company operation.
∎ Identify and draft any required changes or additions to existing legislation aiming to implement government process re-engineering strategies, and regulatory and administrative simplification measures. Contribute to piloting new service delivery models.
∎ Establish and work with technical working groups and maintain liaison with the Ministry of Commerce, Registrar of Joint Stock Companies and Firms, BIDA and other relevant counterparts tasked with design and implementation of business enabling environment related reforms.
∎ Contribute to baseline and measurements of key-baseline parameters for G2B services: i) time needed for applicants to comply through the regular (i.e., non-expedited) procedure; ii) annual number of service transactions and level of user satisfaction with the quality of service (disaggregated by gender).
∎ Ensure cross-cutting issues including gender, inclusive approach and diverse population empowerment, and private sector enhancement and involvement are integrated across all BEE activities.
∎ Provide inputs for contractual reporting requirements, including the Annual Work Plan, Quarterly Progress Reports, and the Annual Report.
∎ Track national policies and initiatives related to government to business services.
∎ Perform miscellaneous tasks as assigned.
Additional Requirements:
∎ Minimum 5 years of relevant experience in business enabling environment improvement, including one or more of the following topic areas: regulatory reform and better regulation, administrative simplification, regulatory impact analysis, reform of business licensing and business inspections, and/or policy development.
∎ Minimum 5 years of experience working in international development on a donor-funded project, or with a multilateral development bank or international NGO.
∎ Proven experience in drafting policies and regulations related to the business enabling environment.
∎ Proven experience facilitating public-private dialogue platforms.
∎ Experience in government process re-engineering would be considered an advantage.
∎ Proficiency in English and Bangla required.
