Job Responsibilities:
∎ Take lead role in background & preparatory activities for tender submission for acquisition of donor funded & public-sector projects e.g., Health, Environment, Rural and Urban Development, Education, Agriculture, Institutional Capacity, infrastructure, renewable energy, SME, Labor and Employment etc.
∎ Preparation and submission of EoIs to agencies like WB, ADB, JICA, KfW, DFID, USAID, UN agencies and others bilateral donors and public-sector entities;
∎ Provide substantial technical inputs and organize tender preparation with functional focus sectors like: Health, Environment, Rural and Urban Development, Education, Agriculture, Institutional Capacity, Infrastructure, Labor and Employment, etc.
∎ Establish effective communication with Client, Donor Experts and Stakeholders;
∎ Prepare detailed general work plan on the implementation of the Climate Risk and Vulnerability Assessment (CRVA), capacity building, equipment, furniture, and civil works proposed under the project;
∎ Prepare monitoring and evaluation plan based on identifying the needs of the project.
∎ Prepare monitoring indicators, data quality assessment procedures, impact and performance assessment procedures, evaluation plan, evaluation requirements, and evaluation reporting policies as relevant to operations.
∎ Develop an appropriate methodology for data collection and analysis.
∎ Collect and review available relevant resource materials including government strategies and masterplans, use quantitative and qualitative information for analyzing the issues and provide an understanding of the overall climate related impacts of the project. Prepare a problem tree showing root causes and solutions.
∎ Coordinate with the LGED Civil and Electrical Engineers on the needed assessments, equipment, civil works, procurement, and installation;
∎ Coordinate between the Project Management Unit (PMU), the selected ULBs, and climate change team in latter's conduct of CRVAs;
∎ Consult with identified centers of excellence in the conduct of training and workshops under Project loan-part, prepare detailed work plan, schedule, budget, training schedule, and seek approvals from the Project Director, PMU, identification of participants, resource persons, and venue; manage the actual conduct of all trainings and workshops including but not limited to documentation and post evaluation;
∎ Conduct gap-filling measures for physical completion and financial closure of grant-funded activities not yet completed and/or accomplished; and
∎ Prepare monthly progress reports, identify gaps and weaknesses in the implementation, and provide management actions to ensure the successful implementation.
∎ Perform any other relevant tasks as deemed necessary to ensure the successful execution of the assignment.

Additional Requirements:
∎ At least 10 years of experience in environmental management including at least 5 years in the management of foreign assisted projects, project experience in climate change is an asset;

∎ Demonstrable skills to effectively communicating and working with professionals from other disciplines and cultures; and

∎ Familiarity with ADB operations and project development processes desirable.
