∎ Experience: Minimum 5 years of professional work experience in communication, management, and business development.
∎ Sectoral Expertise: Prior experience working with Local Government Institutions (LGIs), particularly municipalities, in the water and sanitation sector.
∎ Preferred Background: Candidates with experience in Faecal Sludge Management (FSM) and Solid Waste Management (SWM) projects will be given preference.
∎ Technical Skills: Proficiency in Microsoft Office programs, including Word, Excel, PowerPoint, and Access.
∎ Subject Knowledge: Strong understanding of technical, social, and institutional issues related to water, sanitation, and waste management.
∎ Communication Skills: Ability to write technical and analytical reports, deliver presentations, and effectively communicate in English with stakeholders.
∎ Work Ethic: Ability to work under pressure, meet deadlines, and travel frequently to field sites as required.

Responsibilities & Context:
∎ Assess Demand & Promote Services: Evaluate the existing demand for mechanical desludging services in municipalities and develop actionable plans to enhance demand through targeted advocacy and awareness campaigns, in alignment with the sanitation improvement plan and business model.
∎ Business Model Optimization: Support municipalities in refining their FSM and SWM business models to ensure long-term sustainability.
∎ Stakeholder Coordination: Foster effective collaboration among key stakeholders to facilitate the successful implementation of sanitation improvement initiatives.
∎ Community Awareness & Engagement: Assist municipalities in conducting community-level awareness campaigns to boost demand for FSM and SWM services.
∎ Policy & Regulation Development: Guide municipalities in drafting and enforcing necessary by-laws to prevent illegal disposal of fecal and solid waste in open drains or the environment.
∎ Capacity Building & Financial Planning: Strengthen municipal capacity in FSM and SWM service delivery, providing technical support for financial planning, including revenue generation strategies to cover operational and maintenance costs.
∎ User Fee Structuring: Assist in designing an appropriate user charge system for FSM and SWM services to ensure financial viability.
∎ Financial Management & Sustainability: Support municipalities in setting up ESCROW accounts in commercial banks to manage O&M funds effectively.
∎ Sanitation Workforce Organization: Facilitate the formal engagement of local sanitation workers in sludge collection and transportation as part of business model implementation.
∎ Worker Safety & Well-being: Ensure sanitation and waste management workers operate in safe conditions and utilize appropriate personal protective equipment (PPE) through awareness campaigns and training.
∎ Technical Training & Exposure: Enhance the technical skills of local sanitation workers by providing hands-on training and exposure visits for the effective operation and maintenance of fecal sludge treatment plants (FSTPs) and solid waste management (SWM) facilities.
∎ Line Manager: Team Leader (FSM Expert ) & Focal Person of this project.
