Job Context:
∎ Project Background
∎ The five-year (2019 - 2024) Feed the Future Policy Leadership, Interactions, Networks and Knowledge (Policy LINK or LINK) project will strengthen the capacity of local actors and institutions to lead and manage the agricultural transformation process and contribute effectively and collectively to improved, broad-based food security policy outcomes. Specifically, the program aims to strengthen food security policy systems by investing in and reinforcing productive human and social capital and developing strategic partnerships that help bring these innovations and capacity investments to scale in order to achieve a critical mass of local actors with the ability and opportunity to effect positive policy change through collective action. LINK`s general approach is grounded in facilitative leadership and collaborative governance, which emphasize engaging stakeholders from civil society and public and private sectors in consensus-oriented decision making, collaborative problem solving, and adaptive learning.
∎ Policy LINK in Bangladesh
∎ DAI Policy LINK will implement a five-year USAID Feed the Future Bangladesh Agricultural Policy Activity with the goal of "strengthening the capacities of Bangladesh`s key agricultural actors and institutions, improving the policy environment and cultivating the policy-making processes that will enable inclusive and sustainable agriculture-led economic growth, strengthen resilience among people and systems, and create a well-nourished population, especially women and children."
∎ Launched in fall 2020, the Activity is focused on addressing the following interrelated objectives:
∎ 1. Enhance Food Security Leadership and Management Capabilities;
∎ 2. Strengthened Communication, Coordination, and Cooperation for More Effective Policy Implementation;
∎ 3. Increased Influence of Local Actors and Communities to Affect Food Security Policy and Governance Decisions; and
∎ 4. Increase Excellence and Collaboration in Participatory Policy Learning and Knowledge Sharing Practices.
∎ The Activity builds on 10?years of policy formulation, analysis, and national level dialogue implemented by the International Food Policy Research Institute (IFPRI). It will strengthen capacity and participation of a more diverse set of agricultural stakeholders and institutions in Bangladesh, contributing to improved governance, greater private sector engagement, trade and competitiveness, and market system linkages, consistent with the Indo-Pacific Vision (IPV).
∎ The Activity will employ a collaborative governance approach to leverage the resources of Bangladesh`s committed public and private institutions as they seek to address both development challenges and ongoing crises. Using tested tools and approaches, the Activity will build a shared understanding and commitment among stakeholders as a foundation for collaborative action. To implement this collaborative governance approach, the Activity will also apply a facilitative leadership approach in which the facilitator-the Bangladesh Agricultural Policy Activity team-helps stakeholders identify and work toward a common purpose, ensures all partners contribute to and have ownership of the activity, and develops and maintains open lines of communications. Specifically, the Activity will identify and strengthen the capacity of a diverse set of key agriculture actors and institutions in the policy and regulatory processes around four key pillar areas, namely the seed sector, food safety, social safety net system, and nutrition.
∎ The Agricultural Policy Activity will establish a main office in Dhaka and four regional offices in the USAID Feed the Future Zone of Influence (ZOI) and Zone of Resilience (ZOR). This operating model will maximize engagement with a diverse set of key agricultural stakeholders and institutions at the national, regional, and community levels.

Job Responsibilities:
∎ Position Objectives
∎ The Regional Program Manager will be the principal point of contact between Dhaka and an assigned geographic location (Jessore, Khulna, Barisal, or Cox's Bazar).
∎ The position is expected to support the design, implementation, follow up, and reporting of Policy LINK's Feed the Future Bangladesh Agricultural Policy Activity within the framework of Policy LINK's established activity team structures, processes, and systems.
∎ The Regional Program Manager will be based in an assigned regional area, and will be responsible for:
∎ 1. Overall program management, delivery, and achievement of program activities and deliverables in the program area.
∎ 2. Very close coordination with Bangladesh Agricultural Policy Activity structures, lead agencies, implementing partners, Policy LINK Bangladesh Country Lead and Policy LINK activity teams to ensure program area activities are managed effectively and efficiently.
∎ 3. Operations, scheduling, reporting and building relations with regional and community agricultural stakeholders, including government officials, implementing partners, the private sector, and civil society organizations.
∎ 4. Training, facilitation, mentoring, and accompaniment of agricultural stakeholders at the regional and community levels in their assigned region.
∎ 5. Coordinating with all Bangladesh Agricultural Policy Activity regional and community structures in their assigned region to advance in a coordinated and coherent manner the technical stakeholder engagement process.
∎ 6. Contribute to communication and learning activities.
∎ S/he will continually reinforce LINK's agreed-upon core purpose and principles and approaches, and ensure all decision-making is rooted in the purpose and principles. S/he will contribute to a learning environment in which personal and team growth is supported, with a shared understanding that the "team" always comes before the "individual."
∎ Responsibilities
∎ The Regional Program Manager will be expected to understand and effectively communicate the Bangladesh Agricultural Policy Activity approaches and core principles to regional and community level stakeholders. S/he must understand and consistently put into practice LINK principles, management, and standard operating procedures.
∎ The Regional Program Manager will be responsible for the following primary tasks, though other duties may be assigned as appropriate:
∎ • Program Management:
∎ o Develop strong working relationships and lines of communication with Policy LINK colleagues, regional and community level stakeholders, Bangladesh Agricultural Policy Activity counterparts, and other implementing partners in their assigned region;
∎ o Serve as the principal point of contact between Policy LINK's Dhaka office and the assigned region, supporting Bangladesh Agricultural Policy Activity co-creation and providing partners with day-to-day technical guidance;
∎ o Coordinate with Policy LINK logistics, finance and operations, and activity teams to ensure necessary preparations, logistics, and payments are made for successful implementation of program activities;
∎ o Support the coordination of stakeholder engagement activities at the regional and community levels, including learning events, technical roundtable discussions, systems mapping, pause and reflect sessions, capacity strengthening, and other activities that will be undertaken at the regional and community levels;
∎ o Monitor the status and performance of assigned regional activities, sharing updates with colleagues as well as capturing monitoring, evaluation, and learning in program reports submitted internally or to USAID and partners as appropriate.
∎ • Regional and Community Level Activities:
∎ o Facilitate stakeholder engagement activities at the regional and community levels, including learning events, technical roundtable discussions, systems mapping, pause and reflect sessions, and other related activities at the regional and community levels;
∎ o Assist in identifying an inclusive set of regional and community leaders and rising leaders for leadership strengthening;
∎ o Support Policy LINK colleagues and Bangladesh Agricultural Policy Activity partners on framing and deepening focused regional stakeholder engagement plans; and
∎ o Based on the outcome of the stakeholder engagement process, support and contribute to the capacity strengthening of key institutions and target groups (e.g., women's and youth group).
∎ Reporting
∎ The Regional Program Manager will report to the Dhaka-based Field Program Manager.
∎ Supervisory Responsibilities
∎ The Regional Program Manager may supervise short-term technical consultants, and will work closely with the Bangladesh Country Lead, Technical Advisor, Bangladesh Field Program Manager, and Operations Team.

Additional Requirements:
∎ Age at least 23 years
∎ Minimum of a bachelor's degree or equivalent experience.
∎ Five (5) years of progressively responsible experience in program management, logistics, operations, community mobilization, monitoring & evaluation, research and/or international development.
∎ A good understanding and experience working with a variety of agricultural stakeholders.
∎ Strong stakeholder relationship management skills and ability to engage with senior leadership of partner organization.
∎ Strong communication and representational skills.
∎ Strong training and/or facilitation and program coordination skills preferred.
∎ Good computer capabilities with working knowledge of MS Word and Excel.
∎ Preferred experience working with local communities, NGOs, and/or international organizations.
∎ Experience in organizing and setting up stakeholder events and conferences that bring together a diverse set of stakeholders.
∎ Good English and Bengali writing and speaking. Demonstrated organizational and administrative skills and ability to multitasks under tight time constraints/deadlines.
∎ Previous experience working in regions outside Dhaka, with a preference for prior experience in Jessore, Khulna, Barisal, and/or Cox's Bazar.
∎ Professional fluency in English and Bengali.
