Job Context:
∎ Program Background:
∎ DAI Policy LINK is implementing a five-year USAID Feed the Future Bangladesh Agricultural Policy Activity (the Activity) with the goal of "strengthening the capacities of Bangladesh`s key agricultural actors and institutions, improving the policy environment and cultivating the policy-making processes that will enable inclusive and sustainable agriculture-led economic growth, strengthen resilience among people and systems, and create a well-nourished population, especially women and children".
∎ Launched in fall 2020, the Activity is focused on addressing the following interrelated objectives:
∎ 1. Enhance Food Security Leadership and Management Capabilities;
∎ 2. Strengthened Communication, Coordination, and Cooperation for More Effective Policy Implementation;
∎ 3. Increased Influence of Local Actors and Communities to Affect Food Security Policy and Governance Decisions; and
∎ 4. Increase Excellence and Collaboration in Participatory Policy Learning and Knowledge Sharing Practices.
∎ The Activity builds on 10 years of policy formulation, analysis, and national level dialogue implemented by the International Food Policy Research Institute (IFPRI). It will strengthen capacity and participation of a more diverse set of agricultural stakeholders and institutions in Bangladesh, contributing to improved governance, greater private sector engagement, trade and competitiveness, and market system linkages, consistent with the Indo-Pacific Vision (IPV).
∎ Position Objectives
∎ The Procurement and Subawards Specialist will be responsible for providing general procurement and subaward management support to the Policy LINK Program`s Bangladesh team including design, implementation and closeout. S/he will also oversee the contracting of independent consultants. S/he will ensure successfully planned and executed subawards compliant with project policies, values, principles, budgets and timelines.
∎ The Procurement and Subawards Specialist will coordinate various aspects of design, execution and monitoring of Policy LINK purchase order, subcontracts, and independent consultant agreements; it is highly likely the program will also implement a small grants program. Procurement and Subawards Specialist responsibilities will also include managing implementation trackers, working with technical colleagues to track procurement needs under different activities; ensuring compliance and quality assurance of program processes and procedures; and support to MEL colleagues with documentation and reporting.

Job Responsibilities:
∎ The Procurement and Subawards Specialist holds cross-functional responsibilities that require close coordination and follow up with various operations and technical colleagues to ensure smooth planning, implementation and monitoring of program activities and operations:
∎ Procurement Management
∎ Work with Policy LINK activity teams and on occasion, stakeholders to identify and prioritize procurement needs end ensure they are consistent with program goals.
∎ Guide Policy LINK Bangladesh team on the selection and implementation of appropriate procurement mechanisms to contract service providers (i.e. Fixed Price vs. Cost Reimbursable purchase orders and subcontracts; Blanket Purchase Agreements; Basic Ordering Agreements; Indefinite Quantity Contracts and Task Orders; Grants; Independent Consultant Agreements).
∎ Carry out procurements and manage related shipping logistics with the support of the Administrative & Logistics Assistant in accordance with applicable USAID regulations and DAI policies.
∎ Review procurement specifications, prepare solicitation documents, evaluate proposals, select suppliers, and create purchase orders and other related documents.
∎ Ensure that contracts are fully executed by the appropriate DAI signatory per the latest Project Schedule of Authorities based on ceiling value, and that any necessary modifications are documented in compliance with DAI policies and procedures.
∎ Support and maintain good communication and relationships with program partners and vendors on matters regarding procurement activity, expectations, logistics, deliverables, timelines and compliance requirements.
∎ In coordination with relevant technical leads, monitor vendor performance for compliance with terms and conditions of award and oversee entry of performance data in vendor database.
∎ Manage responses to procurement findings from internal or external file audits.
∎ Represent Policy LINK in meetings and processes as required and appropriate.
∎ Independent Consultant Management:
∎ Provide guidance to supervisors of independent consultants to develop well-defined Scopes of Work that include clear deliverables and expectations.
∎ Document the recruitment (if applicable) and hire of new consultants, as well as modifications to existing consultant agreements, ensuring that updated CVs, biodata forms, SOWs, and other required documentation such as reference checks and restricted party screenings are saved.
∎ Maintain updated independent consultant agreement tracker, flagging approaching award ceilings or period of performance end dates for supervisors.
∎ Ensure that consultant agreements are fully executed by the appropriate DAI signatory per the latest Project Schedule of Authorities based on ceiling value.
∎ In coordination with relevant technical leads, monitor consultant performance for compliance with agreement terms and conditions and oversee entry of performance data in consultant database.
∎ Support to Anticipated Small Grants Program
∎ Design, Competition and Award:
∎ Work with technical staff and under the guidance of global policy link support team members to develop grant Annual Program Statement(s) (APS) or Requests for Applications (RFA) and support review and selection of grantees under the guidance of other Policy LINK staff members.
∎ Take on increasing levels of responsibility to draft and finalize grant solicitation and award documents, ensuring Scopes of Work and general design are well aligned to project priorities.
∎ Facilitate technical and financial evaluation committee meetings and ensure that all records for such meetings and grant processes are well kept.
∎ Conduct or support due diligence, grant award negotiations, milestone finalization, and pre-award and on-boarding activities for new awards including proper contractual orientation of grantees.
∎ Implementation:
∎ Track timely submission of milestones and other technical reports
∎ Coordinate with technical staff members to ensure milestones and other grantee deliverables are complete, accurate, and of high quality, and appropriately stored in project files.
∎ Support finance team to review grant payment documentation.
∎ Facilitate regular meetings between grantees and assigned technical staff approving grant activities.
∎ With support from MEL staff, collect and store any designated MEL documentation (i.e. participant lists, technical reports) in appropriate project databases and contribute to project reporting.
∎ Manage and document communications with grantees, proactively initiating formal award modifications as appropriate.
∎ Closeout:
∎ Work under the guidance of Policy LINK team members to ensure that grants are closed out in compliance with project policies and procedures, collecting signed closeout letters, final reports, and any other specified final deliverables.
∎ Support MEL colleagues to organize an end-of-grant debrief or "lessons learned" event as appropriate, in coordination with technical staff assigned to the grant.
∎ At grant conclusion, complete designed grant closeout audit according to the latest checklist / guidance available in the Field Operations Manual, saving evidence in the project files.

Additional Requirements:
∎ At least 4 years' experience in procurement and contract management, ideally for a USAID or comparable donor-funded program
∎ Strong organizational and coordination skills with ability to juggle multiple priorities and to switch gears and reprioritize the workload as necessary
∎ Team player with strong interpersonal and communication skills and can provide an overall positive and friendly atmosphere internally and externally
∎ Ability to work effectively with multi-disciplinary teams and diverse stakeholders
∎ Details oriented with high energy and a passion for results and excellence
∎ Knowledge of budgeting, bookkeeping, monitoring and reporting
∎ Problem solving and time management skills with ability to think and plan ahead and for multiple events
∎ High level computer proficiency particularly with Microsoft Excel, Word, PowerPoint, and other Microsoft Office applications.
∎ Flexibility to work beyond normal working hours including some evening and weekend work hours will be required at various times.
∎ Professional fluency in English and Bengali.
∎ Preferred:
∎ Preference for experience in grants management for a USAID or comparable donor-funded program
