Job Context:
∎ Project Background
∎ The five-year (2019 - 2024) Feed the Future Policy Leadership, Interactions, Networks and Knowledge (Policy LINK or LINK) project will strengthen the capacity of local actors and institutions to lead and manage the agricultural transformation process and contribute effectively and collectively to improved, broad-based food security policy outcomes. Specifically, the program aims to strengthen food security policy systems by investing in and reinforcing productive human and social capital and developing strategic partnerships that help bring these innovations and capacity investments to scale in order to achieve a critical mass of local actors with the ability and opportunity to effect positive policy change through collective action. LINK`s general approach is grounded in facilitative leadership and collaborative governance, which emphasize engaging stakeholders from civil society and public and private sectors in consensus-oriented decision making, collaborative problem solving, and adaptive learning.
∎ Policy LINK in Bangladesh
∎ DAI Policy LINK will implement a five-year USAID Feed the Future Bangladesh Agricultural Policy Activity with the goal of "strengthening the capacities of Bangladesh`s key agricultural actors and institutions, improving the policy environment and cultivating the policy-making processes that will enable inclusive and sustainable agriculture-led economic growth, strengthen resilience among people and systems, and create a well-nourished population, especially women and children."

∎ Launched in fall 2020, the Activity is focused on addressing the following interrelated objectives:
∎ 1. Enhance Food Security Leadership and Management Capabilities;
∎ 2. Strengthened Communication, Coordination, and Cooperation for More Effective Policy Implementation;
∎ 3. Increased Influence of Local Actors and Communities to Affect Food Security Policy and Governance Decisions; and
∎ 4. Increase Excellence and Collaboration in Participatory Policy Learning and Knowledge Sharing Practices.
∎ The Activity builds on 10 years of policy formulation, analysis, and national level dialogue implemented by the International Food Policy Research Institute (IFPRI). It will strengthen capacity and participation of a more diverse set of agricultural stakeholders and institutions in Bangladesh, contributing to improved governance, greater private sector engagement, trade and competitiveness, and market system linkages, consistent with the Indo-Pacific Vision (IPV).
∎ The Activity will employ a collaborative governance approach to leverage the resources of Bangladesh`s committed public and private institutions as they seek to address both development challenges and ongoing crises. Using tested tools and approaches, the Activity will build a shared understanding and commitment among stakeholders as a foundation for collaborative action. To implement this collaborative governance approach, the Activity will also apply a facilitative leadership approach in which the facilitator-the Bangladesh Agricultural Policy Activity team-helps stakeholders identify and work toward a common purpose, ensures all partners contribute to and have ownership of the activity, and develops and maintains open lines of communications. Specifically, the Activity will identify and strengthen the capacity of a diverse set of key agriculture actors and institutions in the policy and regulatory processes around four key pillar areas, namely the seed sector, food safety, social safety net system, and nutrition.

∎ The Agricultural Policy Activity will establish a main office in Dhaka and four regional offices in the USAID Feed the Future Zone of Influence (ZOI) and Zone of Resilience (ZOR). This operating model will maximize engagement with a diverse set of key agricultural stakeholders and institutions at the national, regional, and community levels.

Job Responsibilities:
∎ Position Objectives
∎ The Bangladesh Field Program Manager will be responsible for overseeing delivery of field activities implemented under the Bangladesh Agricultural Policy Activity. This position is expected to support the design, implementation, and monitoring of key technical activities and supervise team of regional program managers and coordinators, within the framework of Policy LINK's established activity team structures, processes, and systems.
∎ In addition to leading and participating as a member of activity teams, the Field Program Manager provides cross-program coordination and support for Agricultural Policy Activity planning and implementation. She/he will work closely with other senior leadership staff such as the Country Lead, Deputy Country Lead, Knowledge & Learning Manager, M&E and GIS Manager, and Finance & Operations Manager to ensure that quality assurance and compliance systems are put in place/adhered to during the program design and execution so that activities are delivered according DAI and USAID requirements.
∎ S/he will continually reinforce Policy LINK's agreed-upon core purpose and principles, and ensure all decision-making is rooted in those purpose and principles. S/he will contribute to foster a learning environment in which personal and team growth is supported, with a shared understanding that the "team" always comes before the "individual."
∎ Responsibilities
∎ The Bangladesh Field Program Manager will be responsible for the following:
∎ Activity Design:
∎ Play a leading role in conceptualizing and designing new field activities across the key technical components of the Activity, ensuring activities are demand-driven, well designed, represent an efficient use of team resources, and are sustainable and appropriately leverage technical specialization/inputs from target stakeholder groups.
∎ Oversee the development of clear, realistic, well organized and well written activity descriptions, ensuring that activity planning is integrated into annual workplan submissions and ongoing activity planning tools and processes.
∎ Oversee development and implementation of disciplined tracking systems to manage ongoing activity tasks, M&E, and learning, working with the Knowledge & Learning Manager to ensure after-action reviews and other activity lessons learned are applied to the design of new activities.
∎ Staff and Program Management (Activity Implementation):
∎ Oversee technical activity implementation, periodically reviewing the activity lifecycle from a quality assurance perspective.
∎ Ensure that sub-activity teams are well-established with adequate representation from technical and non-technical (MEL, operations) staff, and that systems for monitoring, evaluation, and learning are in place.
∎ Ensure activity teams use DAI's tools and systems for activity management, such as Office 365 (Outlook, SharePoint, Teams...) and TAMIS Pro.
∎ Ensure that program staff contribute regularly to Policy LINK's Activity Calendar.
∎ Ensure that program staff work efficiently with operations colleagues to procure and pay for activity expenses in compliance with DAI and USAID policies and procedures, including timely submission of purchase requisitions/requests.
∎ Co-design and/or flag the need for new systems or tools to enable monitoring of activities to keep implementation on track at high quality and adopt corrective measures in a timely manner.
∎ In coordination with operations staff, monitor projected and actual spending on technical activity implementation across the Activity, helping revise activity budget inputs for the Policy LINK-wide budget pipeline upon request.
∎ Remotely supervise, mentor and evaluate a team of approximately eight (8) Regional Program Managers and Regional Program Coordinators, communicating clear performance goals and standards, offering regular performance feedback, and promptly resolving management issues.
∎ Represent the Agricultural Policy Activity team in meetings with external stakeholders, including USAID, to report out on activity progress and coordinate activity implementation with other implementing partners as appropriate.
∎ When required, recruit, supervise, and assess the technical performance of consultants and other short-term staff.
∎ Implement other relevant activities as may be assigned by the program leadership.
∎ Reporting-
∎ The Bangladesh Field Program Manager will report to the Bangladesh Country Buy-in Lead.
∎ Supervisory Responsibilities
∎ The Bangladesh Field Program Manager will directly supervise up to four (4) Regional Program Managers located outside Dhaka, and indirectly supervise up to four (4) Regional Program Coordinators reporting to the Regional Program Managers.
∎ S/he will coordinate closely with the Policy LINK Bangladesh senior management team (Country Lead, Deputy Country Lead, Knowledge & Learning Manager, M&E and GIS Manager, and Finance & Operations Manager), Nairobi-based project-wide Technical Programs and Policy Director, and other Policy LINK colleagues in Kenya, South Sudan, and elsewhere to ensure that program activities are designed and delivered at a high quality in compliance with Policy LINK, DAI, and USAID standards.

Additional Requirements:
∎ Age at least 28 years
∎ Work Experience:
∎ 7 - 10 years of experience providing technical program management (design and implementation) support to a donor-funded project, with a preference for experience supporting USAID projects focused on agriculture and agricultural policy.
∎ At lease 3 years of experience supervising staff, overseeing delivery of tasks/assignments as well as actively contributing to performance monitoring & evaluation and professional growth.
∎ Preference for experience serving in an externally-facing role representing project team(s) to clients and implementing partners, including facilitating coordination between multiple stakeholder groups/across multiple implementing partners.
∎ Skills & Knowledge:-
∎ Good understanding of USAID programmatic priorities in agricultural policy in Bangladesh.
∎ Good understanding of Microsoft Office / Office 365 program suite, including SharePoint, Teams, Outlook, Word, and Excel.
∎ Ability to communicate/collaborate effectively across cultures, including with team members based in other countries.
∎ Critical thinker, self-starter, and able to work with minimal supervision and within established deadlines.
∎ Flexible, willing to perform assigned and additional duties and work under unpredictable conditions.
∎ Professional fluency in English and Bengali.
