Job Context:
∎ Since 1993, HI provided logistic services to the humanitarian actors responding to crises in 15 different countries through its logistics project called Atlas Logistique unit, with the objective to improve the access to humanitarian relief for vulnerable individuals.
∎ CONTEXT OF THE MISSION
∎ Since 2007, Handicap International (HI) has been providing support to the Rohingya refugees and host communities in the official refugee camps, makeshift camps, and host communities in Teknaf and Ukhiya, in Cox’s Bazar district. In order to respond to the current crisis, HI is implementing an emergency multi-sectorial response in the area through its mobile units, static rehabilitation teams, distributions and logistic platforms (Atlas Logistique).
∎ After a field assessment by HI’s logistics platform experts in Cox’s Bazar District in October 2017, and linking with the logistics cluster, HI set up a comprehensive logistics platform project including 3 free services: transport in Cox’s Bazar District, a two storage and kitting areas in Unchiprang and Teknaf, for INGOs, LNGOs and UN agencies.
∎ HI as an organisation is working closely with local and international organisation (partners). The key issue is to ensure understanding exactly what kind of ATLAS Transport logistics support the partners need and adapt or find a better way to support the overall transport system process based on the transportation needs of the partners.
∎ GENERAL OBJECTIVE: Overall, to support the Senior Supply Officer in the general administrative work and implementation of compliance systems of the ATLAS transport platform.

Job Responsibilities:
∎ Daily update of the purchase documentation and filing
∎ Archiving all the purchase files and keep track of the folders and ensuring that there are up to date and clean
∎ Maintain an archiving system of the different files in both soft and hard copy as a mandatory and standard operating procedure
∎ Collecting all the relevant official documentation that allow ATLAS Transport platform to use the identified service companies as genuine suppliers
∎ Have the loan documents completed by the carriers/conveyers and ensure their return/submissions
∎ Consistent checking of the validity of all documents submitted by suppliers and/or conveyors
∎ Active search for new carriers with whom the Logistics Platform could work
∎ Supporting the Senior Supply Officer in preparing quotations in the renewal process and in the collection of new quotations from validated carriers/ truck suppliers
∎ Having a good knowledge of the transport system and market (compliance with federal, provincial, and territorial laws/statutory obligations)
∎ Participating in regular meetings organized with carriers, conveyors and project team
∎ Ensuring a proper representation that manifests and deliver a professional and cordial image of the HI transport service to partners and stakeholders
∎ Ensuring a resolute data collection and accurate entry in the different data base and formats relevant to transport services in the absence of the Senior Supply Officer (Excel)
∎ Ensuring the collection of proof of payment for transport suppliers

Additional Requirements:
∎ Age 25 to 60 years
∎ QUALIFICATION/PROFILE:
∎ Qualification/good knowledge of commercial law
∎ Good knowledge of the transport system of Bangladesh
∎ At least two years’ experience in administration or data entry (with INGO or in the private sector)
∎ Ability to communicate in English, Chittagonian and Bengali
∎ Previous experience in transport management an added asset
∎ Experience with an international NGO is a plus
∎ SKILLS & PERSONNEL QUALITIES:
∎ Good translation and explanation skills
∎ Very good knowledge of the federal, provincial, and territorial laws
∎ Ability to prioritise, strong organisational skills
∎ Real motivation for working in the humanitarian sector
∎ Autonomy and ability to work as part of a team
∎ Pack Offices
∎ Good knowledge of Excel (will be tested).
∎ Negotiation skills.

Salary: Tk. 36864 - 39339 (Monthly)
