Education and Experience

• Master's degree in any subject of Social Science/Statistics/Economics/ Development Studies or a related field.

• At least 8-10 years of professional experience in MEAL, preferably in the development sector.

• Proven experience in team leadership, communication, and stakeholder engagement.

• Proven expertise in designing MEL frameworks, impact evaluations, and advanced data analytics.

• Strong command of data visualization and analysis tools.

• Strong knowledge of donor reporting requirements and international MEL standards.

Other Qualifications

• Age limit maximum 35 years.

• Conceptualize and produce content such as articles, case studies, factsheets, research briefs, and digital content for internal and external use.

Duration of the Position: Regular position but will be confirmed after 06 month satisfactory provisionary period. 

Workplace: Work at WAVE Foundation Head Office with frequent field visit (at least 60% of time)

Job Context

Go Green.  To strengthen our monitoring, evaluation, accountability, learning, and research capacity, we are seeking a dynamic and forward-thinking professional to join as Assistant Director – MEAL.

 Job Summary

The Assistant Director of MEAL will provide strategic leadership to enhance the organization’s MEL systems, ensuring robust measurement of program outcomes, fostering a culture of data-driven decision-making, and generating evidence to influence practice and policy. The role demands expertise in advanced data analytics, monitoring & evaluation methodologies, and research to enhance program quality, accountability, and learning across all initiatives.

 Key Responsibilities

• Design and implement Monitoring, Evaluation, and Learning (MEL) systems across programs/projects, ensuring compliance with donor requirements and organizational policies.

• Develop and standardize Theories of Change (TOCs), results frameworks, log frames, and MEL plans across different program/projects.

• Develop and manage project tracking systems and reporting mechanisms to ensure timely monitoring of KPIs, milestones, deliverables and assessing program impact. 

• Lead and oversee the integration of advanced real-time data dashboards (using Power BI, Tableau, GIS etc.) that provide predictive analytics and enable proactive management decisions.

• Frequent field visits for monitoring program/project activities for ensuring quality implementation.

• Analyze monitoring data to identify deviations from project targets, challenges & emerging trends and provide strategic recommendations for program/projects improvement.

• Participate in periodic review and reflection meetings (Collaborating, Learning, and Adapting - CLA sessions) to present monitoring findings.

• Collaborate with program/project teams, development partners, and stakeholders to enhance data-driven decision-making, program/project visibility, and accountability.

• Lead impact evaluations, mixed-methods studies, surveys and applied research (both qualitative and quantitative) to assess program effectiveness.

• Synthesize complex data from multiple program/projects to identify cross-portfolio trends, insights, and lessons for organizational strategy development.

• Support donor reporting and compliance by preparing high-quality, timely monitoring reports, presentations, and briefings.

• Facilitate the documentation and dissemination of lessons learned, best practices, and case studies for knowledge sharing.

• Design, deploy, and maintain a centralized MEAL database and integrated Management Information System (MIS), ensuring seamless data flow, real-time analytics, and user-friendly access across all program verticals.

• Undertake any additional responsibilities as delegated by WAVE Management.
