Job Context:
∎ Eco-Social Development Organization (ESDO), a non-profit development organization of Bangladesh. ESDO started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. ESDO is implementing EC funded CARE Bangladesh supported project on Local Nutrition Governance name JANO and looking for Assistant Finance Officer for this potential project. Under this JANO project, ESDO will work with the Government of Bangladesh (GoB) at the national, regional and local levels, to support the effective implementation of the National Plan of Action for Nutrition (NPAN). This will work at multiple levels of local government institutions, specifically with the Nutrition Committees at the district, upazilla and union levels focusing on strengthening local nutrition-governance mechanisms, and scaling up multi-sectoral nutrition-sensitive programming. The project will facilitate developing solutions emerging from communities, government line departments, and from the private sector. This project will replicate proven best practices and take to scale innovative local governance models for better nutrition. The project intends to impact on several of the core challenges faced by two districts (Nilphamari & Rangpur) in North-West region of Bangladesh.
∎ The primary goal of this position is to ensure financial management including developing quality financial activities and reports for overall operation of the project. The Finance and Admin Officer `swill ensure that all expenses are made according to the approved budget and following compliances of donors, agreed procurement procedures, etc. S/he will associate with budget monitoring process also. The incumbent will also provide support to internal and external auditors as per program need. S/he is also responsible for coordination, communication, performance management, and staff development and inventory management system. S/he will be based in Rangpur Project Office, with project coordination and management team. S/he will spend approximately 30% time in the field.

Job Responsibilities:
∎ Financial Transaction and control
∎ Prepare financial documents like as bill/voucher/payment request/cash call for the Project.
∎ Ensure donor compliance in financial matters.
∎ Ensure that every bill/invoice/vouchers are cross checked with other documents with fact and figures.
∎ Keep the record of the updated fund/expenditure status and will provide analytical reports and forecast to management on fund utilization.
∎ Ensure timely provide advance and adjustment.
∎ Support Finance and Admin Officer to prepare the budget according to the project plan.
∎ Maintain petty cash and other books of accounts.
∎ Regular bank transaction, updates.
∎ Financial documentation and record keeping
∎ Maintain all accounts related books and documents such as cashbook, Bank book/check issue register, ledger, subsidiary ledger and other financial documentation associate with financial management.
∎ Prepare, update and preserve financial related information, files, documentation, and database for financial management.
∎ Financial risk analysis.
∎ Ensure day to day cash and bank management including all sorts of banking jobs.
∎ Ensure that petty cash is kept in safe custody and the limit is not exceeds as per policy.
∎ Assist to ensure procurement process maintaining proper procurement policy.
∎ Ensure that every bills/Invoices are properly approved before payment made.
∎ Update the books of accounts and end of the day supervisor's signature to be taken regularly.
∎ Report preparation
∎ Assist to prepare expenses summary report and identify any deviation, made recommendation to Management.
∎ Assist to analyze budget expenditure and prepare financial reports for project reporting.
∎ Prepare all kind of financial reports (Trial Balance, Receipt & Payment Account, Budget and Expenditure Statement, Cash and Expenditure Status, Cash Recap by Bank Account, Bank Reconciliation Statement etc.).
∎ Prepare expenditure statements; conduct internal auditing, and maintaining books of accounts properly.
∎ Coordination and communication
∎ Assist and orient to staff in different compliance issues in financial and administration
∎ Coordinate and communicate with Bank authority for any deviation.
∎ Ensure proper coordination with PM, APM, FO and others project staffs for any official or reporting purposes.
∎ Help others on project relevant task given by the supervisor/PM.
∎ Coordinate and communication with other staff for timely adjust of advance.
∎ Authority
∎ The Assistant Finance Officer will report to the Finance and Admin Officer and Project Manager of JANO.

Additional Requirements:
∎ Age 30 to 45 years
∎ Both males and females are allowed to apply
∎ 5-8 years experience in Financial Management and Auditing position of large scale development program preferably in nutrition governance and climate smart value chain program.
∎ Should have knowledge and experience on EC funded project.
∎ Should have specific knowledge on financial analysis and accounting software.
∎ Ability to write clear reports, to analyze and interpret data, and to prepare spread sheets.
∎ Strong in written and verbal English and Bangla communications.
∎ Skilled in accounting software.

Salary: Tk. 26000 - 29000 (Monthly)

Compensation & Other Benefits:
∎ Festival Bonus: 2(Yearly) equivalent to 50% of monthly gross salary & Boishakhi allowance 10% of gross salary
