Main responsibilities:
In consultation with WASH Programme Manager, the “Advocacy & IPC” Supervisor is responsible for supporting the government in developing and implementing high-quality WASH project activities in the Health Care Facilities of Teknaf sub-district following the WASH FIT (Water, Sanitation, and Hygiene in Health Care Facilities) and the Eight Practical Steps for Universal Coverage outlined by WHO and UNICEF. The initial experiences and evidence from the project are to be used in developing and implementing sustainable Advocacy and System Strengthening elements of the project.
Specific responsibilities:
Advocacy and Policy Development:
Lead the Department of Health in WASH advocacy, learning, and policy development.
Ensure a coherent process for advocacy efforts at the district and national levels.
Develop a strong understanding of the county government health system, political processes, and key decision-making structures to influence them on WASH issues and HCF resource mobilization.
Conduct power mapping to identify and engage key influencers in the county for increased resource mobilization and allocation to HCFs' WASH interventions.
Maintain an in-depth understanding of key budgetary cycles, law and policy reform initiatives at the county level.
Ensure evidence-based and high-quality advocacy events, messages, and documents.
Identify and initiate evidence generation activities.
WASH Project Implementation:
Work closely with the Department of Health, LGIs, and other sectors to implement the WASH in HCF project.
Apply WHO and UNICEF's WASH FIT methodology and Practical Steps for universal access to quality care.
Develop and implement context-specific strategies for effective behavior change and beneficiary participation.
Assist the Project Manager in identifying and developing policy and practice changes to improve WASH conditions in government-run HCFs.
Initiate costing exercises and support budget advocacy and tracking to improve funding for HCFs' WASH sustainability.
Conduct assessments following WASH FIT and develop and implement WASH and IPC improvement action plans.
Develop and implement regular monitoring and review plans to ensure quality, cost-effectiveness, sustainability, and impact soundness.
Coordinate with the logistics department for the purchase of necessary project items through the tendering/procurement process.
Manage waste management and WASH activities in HCFs and surrounding communities.
Supervise workers and WASH Field Assistants, ensuring their work plan adherence and use of personal protective equipment (PPE).
Update the line manager on the existing situation and support needs beyond regular reporting.
Monitoring, Evaluation, and Reporting:
Conduct assessments and collect qualitative and quantitative data from HCFs using tools like KoBoToolbox and Power BI.
Develop and test effectiveness of BCC activities and materials based on field needs assessment.
Participate in advocacy meetings, technical meetings, training, and workshops.
Prepare construction/rehabilitation drawings/designs and Bills of Quantity (BoQ).
Maintain volunteers' and daily workers' payment-related documents.
Organize orientations and training for the WASH in HCF project team, volunteers, and health department personnel.
Facilitate sectoral experts/representatives and health department representatives during field visits.
Prepare effective work plans for HCFs' WASH activities, prioritizing work based on urgency.
Report regularly to management on implementation and progress.
Maintain proper stock registers for construction and repair maintenance materials.
Establish good working relationships with team members, line departments, health department authorities, LGIs, and other stakeholders.
Liaise with HCF Community Groups and Community Support Groups for WASH project implementation.
Participate in sector coordination and internal meetings as required.
Liaise with government and other relevant actors as requested by the line manager.
Manage and oversee the work of WASH Field Assistants in the field.
Organize learning sharing and advocacy meetings/workshops within the team and externally.
Prepare case stories on significant changes.
Conduct staff management and performance evaluations.
Staff Visibility and Safety:
Ensure that suppliers prioritize the safety of their employees and the community, with a special focus on the safety of children.
Ensure staff members have high visibility and are easily identifiable in the field.
Facilitate the availability and proper use of Personal Protective Equipment (PPE) materials to ensure staff safety.
Other Tasks:
Willingly accept and undertake new responsibilities or tasks assigned by the line manager.
