Job Context:
∎ SUPPORTING FLOOD FORECAST BASED ACTION AND LEARNING IN BANGLADESH (SUFAL) PROJECT
∎ ASOD is a reputed non-government national organization in Bangladesh working since 1985 and engaged in transforming the lives of community people significantly in selected areas of the country. The existence of ASOD was based on building upon active and spontaneous participation of the extreme poor, ensuring gender equality, social justice, disaster preparedness, flood resilience, productive and sustainable development and protection of the rights of the underprivileged by building a society free from all sorts of exploitation. The organization has implementing multi-dimensional programs like, agriculture, livestock, women empowerment, livelihood, disaster, health and nutrition, Water & Sanitation, non-formal education, resources mobilization, market development.
∎ With the support from Concern Worldwide and funded by ECHO, ASOD is going to implement a project named `Supporting Flood Forecast-based Action and Learning in Bangladesh` (SUFAL)` at Gaibandha district in Saghata Upazila. The project aims to strengthen the case for Early Actions (EAs) by implementing Forecast based Action (FbA) in three flood districts of Northern Bangladesh. ASOD will lunch this project at Gaibandha district and will work with local government DMCs to implement FbA to address the technical, economic, and institutional barriers to initiate early actions. The project will strengthen flood-forecasting early warning system at Gaibandha district by facilitating impact-based forecasting to contextualize forecasts and early action (EA) by developing an institutionalized mechanism to initiate FbA through Standard Operating Procedures (SOP). The project will facilitate national to local level dialogue and advocacy around FbA to address institutional mandate challenges. By increasing anticipatory capacity to take EA, this project will improve the Government of Bangladesh`s ability to respond rapidly to floods.
∎ Project Name: Supporting Flood Forecast-based Action and Learning in Bangladesh` (SUFAL)
∎ Job Location: Gaibandha district (the position will be based at Upazila level)
∎ Types of contract: Fixed terms
∎ Project Duration: 15 months (expected to join from 1st week of September)

Job Responsibilities:
∎ Key responsibilities include (not limited to)
∎ Ensure appropriate utilization of fund and crosscheck the financial reports and books of accounts.
∎ Produce timely financial reports, lead the preparation of budget and ensure compliance with donor agencies regulation regarding accounting, auditing and financial management requirement
∎ Facilitate financial and administrative control systems by using internal control tools and technique and ensure proper contract management by proposing and implementing the organization rules.
∎ Provide advice and direction to the team in order to ensure the preparation and execution of financial management and grants/subcontracts documents.
∎ Perform performance management activities of the supervisee in timely including coordination with the program/donor and other technical unit From Donor
∎ Review the progress activities and perform field visit for cross checking the financial reports and programmatic records and observed operation.
∎ Review the procurement activities and compare reported expenses with budget
∎ Regular contract with Donor and making appropriate inquiry on program activities
∎ Arranging control concise procedures
∎ Take necessary measure for explanation of significant variance (think no need)
∎ Prepare financial report, performance report submitted by Donor timely.
∎ Review internal and external audit report (think no need)
∎ Review and check the books, documents, bill, invoices etc.
∎ Ensure that Organization's policies are strictly followed.
∎ Safeguard the assets.
∎ Ensure the completeness and accuracy of the accounting records. (think no need)
∎ Prepare budget variance report and comparison with actual expenses, monthly, quarterly, six monthly, yearly.
∎ Relationships:
∎ S/he will report to Project Manager from programmatic side and Senior Staffs - Finance of Concern Worldwide from technical side.

Additional Requirements:
∎ Minimum 3 years' professional experience in relevant field.
∎ Required Competencies
∎ Technical
∎ Experience on smooth financial and accounts functions of the project including proper maintenance of books of accounts is a priority; report preparation at the different stage of the project.
∎ General
∎ Good communication skills in English and Bengali; good skills in computer operation especially with MS-Word, excel, power point and spread sheet, internet and email applications; innovative, dynamic, hardworking and good interpersonal relationship and ability to work in a team; willing to work in under pressure.

Salary: Tk. 30000 (Monthly)
