Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, and Cox`s Bazar district through 4 project offices (Kurigram, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic
∎ Number of staff: Around 294 National staff and 6 international staff
∎ HI is currently looking for an Accounts Officer (Maternity Coverage) position. His/ her overall objectives are to ensure the effective Cash and Advance management of Cox’s Bazar site, ensure bank accounts management and payment to suppliers and vendors, ensure Vat and Tax deduct, deposit, and reporting respective authority, Data entry - cash and bank payments, primary books, excel file, and Navision, ensuring the compliance of HI financial procedures Tools and policies, ensure the proper filing and archiving of documents as per HI procedures, support to Finance team as per the requirement as much as possible, etc.
∎ Base location: Cox`s Bazar
∎ Report to: Area Finance Manager
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: From as early as possible to 31 August 2022.

Job Responsibilities:
∎ Objective 1: Ensure the payment on time
∎ In absence of cashier deal financial transaction, cash closure and cash in hand keep in the locker as per cash book;
∎ Ensure the validity and conformity of expenditure supporting documents (contracts, orders, invoices, delivery orders, etc.)
∎ Monthly cash closure end of the month and make cash certificate;
∎ Verify, before recording, that records conform to regulations and procedures of Handicap International
∎ Ensure the cash payment on time in compliance with HI procedures;
∎ Assist Finance Manager in follow up of ex-pat payment monthly;
∎ Communicate with the staff concerned, who has open advance and follow up on advance justification; notification to line manager/finance manager on overdue advances
∎ Check a third part accounts during a monthly closure and send a notification to the employees who did not comply.
∎ Objective 2: Accounting closure
∎ Monthly cash account closure and cash count with designated authority
∎ Day to day update of the accountancy entries with the accounting system-NAVISION;
∎ Regularly encoding and registering accounting documents in the financial software;
∎ Support Finance team for monthly closure as required
∎ Lead the preparation of the accountancy yearly closure:
∎ Ensure the enforcement of cash and accountancy process at site level
∎ Assist to Finance advisor in conducting financial internal and external audit
∎ Support Finance team for monthly and yearly closure as required
∎ Objective 3: Ensure the VAT and Tax and others as per government rules as well as HI procedure
∎ Prepare VAT/Tax challan and ensure the deposit to Govt. treasure within the respective dateline;
∎ Reporting VAT challan to government authority every month
∎ Support Finance team corresponding to vat/tax issue
∎ Ensure properly deduction of vat/tax
∎ Objective 4: Keep updating the Accountancy
∎ Record and validate the supporting documents (exhaustiveness, guarantee the translation of documents and their validity);
∎ Regularly encoding and registering accounting documents in the financial software;
∎ Ensure regular scanning of accounting documents as a preparation for the monthly closures;
∎ Objective 5: Documents filling and archiving as per HI procedure
∎ Coordinate with site office and Dhaka to ensure proper accounting archive
∎ Coordinate with site office and Dhaka to ensure proper accounting scanning
∎ Ensure scanning of monthly accountancy documents and prepare scans for upload in Scan IT;
∎ Ensure labeling and filling of the Monthly accountancy documents after scanning as an archive; etc.

Additional Requirements:
∎ Age at least 21 years
∎ Preferably 02 years experience in accounting work at officer level in international NGO
∎ Experience in operating resource planning/ accounting software
∎ Advance skills in excel
∎ Experienced in handling tax and VAT in compliance with Bangladeshi rules
∎ Ability to deal with the highly stressful environment
∎ Demonstrate skills in accounting,
∎ Good attention to detail;
∎ Excellent communications skills both in Bangla and English;
∎ Computer literacy;
∎ Person with disability are encouraged to apply

∎ Tk. 55654 - 58993 (Monthly)
