Job Context:
∎ Position based in : Dhaka with regular field travel
∎ Desired date for taking-up duty : 01 July 2021

∎ Contract Type : 6 (six) month with possibility of extension for further period
∎ Reports to: Regional Finance Administration and Compliance Manager, Tdh, Dhaka Office
∎ Coordinates with: Kurigram and Ukhiya Office
∎ Direct line supervises: N/A
∎ Technical referent: Finance and Admin Coordinator, Tdh Country Office
∎ Tdh seeks qualified candidates for an anticipated three-year Donor-funded program in Bangladesh which will address conflict prevention through work with youth, early married girls and the agricultural value chain. The Program Director will be based in Cox`s with frequent field visits to Ukhiya. S/he will oversee all programmatic aspects, ensuring that objectives are met on time and within budget.

Job Responsibilities:
∎ Accounting management:
∎ 1 Verify the accounting of all field bases (description, accounting codes, analytical codes, monthly exchange rate, etc.)
∎ 2 Carry out a systematic monthly check of advances from the cash box (matched and unmatched)
∎ Verify transactions matching at Delegation level
∎ 3 Primary Responsible for the quality and reliability of accounting / SAGA at national level
∎ 4 Ensure funds availability from donor and prepare cash flow statement for all field bases, bank reconciliation statement, in monthly basis
∎ 5 Ensure that the monthly accounting documents are compiled and sent to Headquarters on due time and after validation by Administrative/Finance Coordinator
∎ 6 Answer to accountancy feedbacks sent by Headquarters once accountancy pack is sent
∎ 7 Ensure the necessary accounting changes in the accounting software when required (reallocations, etc.)
∎ 8 Integrate last SAGA Save sent by the Headquarters into SAGA every month
∎ 9 Verify vouchers and other accounting documents on a monthly basis and perform random checks
∎ 10 Provide necessary support during any audits (Annual, donor, and NGOAB)
∎ Cash management and Financial and budgetary management:
∎ 1 Verify & check all necessary supporting documents for all disbursement and support the Finance Officer(s)/Assistant(s) and finance manager in Dhaka to ensure payment in timely manner
∎ 2 Monitor the security of funds and participate the improvement of the internal cash management policy in collaboration with the Administrative/Finance Coordinator
∎ 3 Contribute to drawing up the new project budgets including FD6/7 budgets coordination of finance manager in Dhaka and finance coordinator
∎ 4 Ensure that SAGA extractions are sent each month to all field-based budget holders in order for them to perform the Operational Follow Up (OFU) /SAGA and FD6/7 cross check Dhaka
∎ 5 Contribute to the financial reporting to donors, local and national authorities (FD6/7).
∎ Partnership management:
∎ Support local implementing partners on accounting issues and ensure that Partners' list of invoices and all supporting documents are checked, in line with budget, donor's guidelines, FD6/7 regulations and audit compliant
∎ Conduct quarterly financial verification of the partners on-site
∎ Ensure the capacity building of the administrative and finance teams of the local implementing partners.
∎ VAT & TAX Payment:
∎ Ensure compliance with VAT and Tax regulations
∎ Ensure that VAT and Taxes through Treasury Chalan are cleared in timely manner
∎ Control the effectiveness of VAT and Tax payments deposit into bank
∎ Provide trainings to the finance team on a regular basis
∎ Administrative management:
∎ Ensure Finance documentation physical and electronic archiving, as well as securing accounting and administrative documents
∎ Link with Logistic department to ensure that lease/service contract sums due are paid in timely manner

Additional Requirements:
∎ At least 7 years of professional experience with 3 years in similar level of position in USAID funded project operations
∎ Successful candidates will have strong financial and administrative knowledge and management skills, specially USAID funded finance and administrative project management experience and leadership experience is mandatory.
∎ Demonstrated experience or proved skills to manage and deal with various stakeholders including government.
∎ Demonstrated capability to lead/supervise a diverse team on projects of similar scale (financially, culturally, staff size and activities).
∎ Strong technical expertise in financial and administrative database, software and in Excel for planning/review/analysis purposes
∎ Experience collaboration and delegation of work with partners staff and Tdh Delegation office team members.
∎ Strong coordination and communication skills.
∎ Demonstrated excellent English language writing and oral presentation skills
∎ Demonstrated problem-solving, effective interpersonal and ethical management skills
∎ Good understanding of procurement processes, procedures and grants management of USAID funded project.
∎ Others:
∎ Accept new responsibilities as and when those are assigned by the line supervisor.
