• Essential: Bachelor/ Masters in Civil/Environmental engineering
• Essential: Diploma in plumbing engineering or similar field

• Planning, coordinating, implementing and monitoring all Water, Health and Sanitation (Watsan) activities in the hospital according to MSF protocols and standards and procedures to provide support for the hospital’s medical and humanitarian activities and to ensure the optimal functioning of the hospital to provide a high quality of care. This position is specifically intended to support the new hospital Masterplan development, in both its planning phase and implementation.
Generic Job Accountabilities:
• In collaboration with the Technical PC and the Watsan Coordinator, plan and design the water and waste water system of the forecasted facility, in order to grant the proper infrastructure for the future facility in compliance with MSF standards.
• Monitoring on a day-to-day basis the implementation of the Watsan part of the Masterplan in the planning and construction ensuring compliance of MSF standards, protocols and procedures, and reporting to the Tech PC on the development of the ongoing programmes including the following:
o Designing, implementing and managing all Watsan interventions in the hospital. (including, but not limited to: water supply, excreta disposal, waste management, hygiene, and infection control
o Preparing concept, schematic and detailed drawings up to tender phased for every new intervention
o Calculating estimations and BoQs for the plumbing and Watsan part
o Supervise all Watsan construction works, ensuring compliance with MSF standards and protocols, managing contractors and workers on site
o Lead and manage external consultants, guiding them into MSF practice for Watsan planning and implementation
• In collaboration with the Tech PC, Project Logistics and the HR team; participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of Watsan staff for masterplan.
• Providing technical support to the medical team in identifying possible "risk factors" (e.g. behavioural practices, environmental sources of infection, and transmission routes) for the planning of the new facility and offering solutions for infection control.
• Plan and supervise the installation of the new centralized sewage system (MBBR) together with the dismantling of the old one; monitor the integration with the existing facility and the new buildings to be constructed. Ensuring that phase by phase the hospital ward can run with a proper water treatment system
MSF Section/Context Specific Accountabilities:
• Specific primary areas of responsibility include:
- Assessing the current state of Watsan installations at the hospital and identify their further development within the masterplan project
- Accessing the current and anticipated future Watsan needs of the hospital, include them in the new master plan, and identifying Watsan facilities required to fulfil those needs.
- Developing a plan for implementing Watsan part of the masterplan in coordination with the broader masterplan development
- Coordinate with architecture, electrical and structural drawings and implementation of the Watsan part of the masterplan
- Supervise contractors and construction site daily for the plumbing and other Watsan-related activity
- Preparing plans, Bills of Quantities, and tender documents for solicitation of offers from outside contractors for Watsan construction projects.
- Supervising the implementation of construction projects by third party contractors and ensuring the quality of construction and compliance with terms of construction contracts.
- Assessing the impact of hospital Watsan activities, including waste disposal activities, on staff, patients, visitors and the surrounding community and taking all necessary steps to ensure that Watsan activities do not harm at present and future facility.
- Ensuring that all planned spaces address correctly the present and future Watsan needs of the hospital
- Plan for the additional water sources needed by the future facility; implement through proper detailed planning, Boq and tender process any new borehole or water tower or system
- Coordinating and liaising with other departments: supply, medical, IPC, logistics finance, HR.
- Preparing a preventative maintenance plan for all future Watsan equipment and facilities in the hospital and ensuring that the planned maintenance activities are carried out according to plan.
- Preparing International Orders for needed WatSan items for the new facility not available locally.
- Prepare technical part for service agreements or contracts for any external consultant/contractor
This is a Permanent Contract.
• Salary according to Level 09 of the internal MSF salary grid (BDT 133500/- gross, before seniority and income tax deduction).
• Salary is not negotiable.
• 2 annual leave days per month worked.
