Job Context:
∎ Terre des hommes (Tdh) is the most important Swiss NGO working in child protection and has been working in Bangladesh since 1974 and is registered with the Non-Governmental Organization Affairs Bureau (NGOAB). Since October 2017, Tdh is working in Cox`s Bazar district providing an integrated emergency response in health, nutrition, WASH (water, sanitation and hygiene) and child protection activities. In Teknaf Tdh is currently implementing a WASH project within which family latrines and showers are being built, as well as a fecal sludge treatment plant. Operation and maintenance of this fecal sludge treatment plants (collect, transport and treatment) is also plan for the coming months.
∎ In this context, the WASH Coordinator will be responsible for the design, the plan, the operation and maintenance of all WASH facilities in the project location, in Teknaf refugees’ camps. He/she will manage the Infrastructure team to achieve the expected activities. He/she will report directly to the Field Coordinator (line manager) and will manage a team of WASH. He/she will be working closely with the whole WASH team (hygiene officer, hygiene promoters, water quality assistant and community mobilizers) as well as other departments (logistics, finance, administration).
Job Responsibilities:
∎ Design, develop and evaluate actions in the field of WASH
∎ Monitor, coordinate programmes in the field of WASH
∎ Develop and launch programmes in collaboration with governmental and local agencies
∎ Networking, collaboration and coordination with WASH authorities and stakeholders
∎ Mainstream WASH in emergencies
∎ Conduct/support assessment/survey/research and analysis of prevailing context of WASH in country to serve Tdh's strategic plan and ensuring that recommendations arising from assessments are implemented
∎ Coordinate and engage in teamwork with National Coordinators in other departements to develop an integrated multi-sectoral approach for Tdh's intervention
∎ Draftingup new proposals for intervention in WASH programme areas for submission to funding bodies in collaboration with field and national level team members
∎ Identifying challenges and proposing research projects and innovative approaches in the field of WASH
∎ General Management
∎ Perform regular meeting with the field team
∎ Provide clear meeting minutes of internal meeting including specific action point
∎ Follow-up on action point
∎ Regular field visit to assure a good understanding of the decision
∎ Assure the implementation of the activities on site
∎ Support the team on regular planning, including at field level
∎ Assure that the technical recommendation are respected
∎ Assure that the monitoring process is properly used
∎ Monitor, coordinate programmes in the field of WASH
∎ In collaboration with the MEAL department, identify the needs and design the assessment/survey as required
∎ Monitor programme quality by using qualitative and quantitative reports submitted by the team
∎ Conduct regular field visit to monitor and improve, if needed, the intervention quality
∎ Produce activity reports for funding bodies on WASH aspects of the programs
∎ Reporting
∎ Collect, monitor and control regular report for the field
∎ Report on weekly basis the activity progress
∎ Compile the individual activity progress and report
∎ In collaboration with Programme Manager(s), plan and dispatch of work as well as individual action plans for the WASH team
∎ Identifying the training needs among the team members and leading training sessions for the team according to their needs
∎ Liaison with the Programme Manager(s) to deal with any problems within the team members on ground
∎ With the support of the Program Manager the National Wash Coordinator will conduct general training when required
∎ Develop and launch programmes in collaboration with governmental and local agencies
∎ Negotiation with government authorities/partners on work organisation, protocols, action plans, training at all levels (local, and national)
∎ Negotiation of agreement in terms of implementation of national protocols with the government authorities/partners
∎ Coordinating the implementation of programs with representatives of national and local government authorities
∎ Analyze training needs and arranging training for the teams of programme partners
∎ Building & leading a long term strategy for the programme as well as contribute to the development of country strategy for technical issues
∎ Networking, collaboration and coordination with WASH authorities and stakeholders
∎ Develop and maintain relations & collaboration with current and potential donors, authorities and with other actors involved in WASH sectors, both at national and local levels (visits projects, presentations of Tdh and its work, requests for funding)
∎ Represent Tdh in different local and regionalforums (including but not restricted to the WASH cluster), present and advocate in favour of Tdh standards and practices based on its experience and strengths
∎ Elaborate communication tools for disseminating information related to Tdh's WASH related activities and its other programs in different forums and with various stakeholders
∎ Produce, strategic and activity reports in the fields of WASH (for partners/stakeholders)
∎ Produce and/or publish information, both internally and externally, concerning activity progress in the fields of WASH in the area of intervention
∎ Mainstream WASH in emergencies
∎ Work with MEAL department, government, WASH cluster and other stakeholders to undertake joint need assessments in the area of WASH during any emergency
∎ Work with MEAL department and WASH cluster members to conduct joint advocacy on need assessments, contingency plans for emergency preparedness
∎ Together with the team members, identify specific WASH related messages and promote community awareness in disaster-prone areas
∎ Lead the WASH emergency mechanism in camp-7 where TDH is Wash focal point
∎ Assure that the quality of response in the other camp is provided and the information flow is in place including regular reporting
∎ Assure that TDH is in capcity to response to any emergency situation including HR management.
Additional Requirements:
∎ Both males and females are allowed to apply
∎ At least 5 years of professional experience in coordination role
∎ Experience in emergencies will be considered as a plus
∎ WASH technical knowledge will be consider as a plus
∎ Ability to work with large, multi-cultural people in a changing environment
∎ Experience in working with national partners, local/government authorities, and UN organisations
∎ Experience managing teams preferably in an emergency context.
∎ Substantial experience operating in a refugee camp environment, preferably undertaking Camp Coordination activities.
∎ Civil Engineer with strong management skills are recommended to apply
∎ Fluency in English, both in writing and speaking, is a must.
∎ Agree to comply with Tdh Code of Conduct and promote Child Safeguarding policy, Policy on the Protection Against Sexual Exploitation and Abuse (PSEA) and the Policy on (Sexual) Harassment and Abuse of Authority.
∎ Report serious cases of abuse on children that she/he would be aware of in Tdh's intervention locations. Strict confidentiality must be respected.
∎ Adhere to and enforce current administrative and logistical regulations and procedures.
