Job Context:
∎ Terre des hommes (Tdh) is the most important Swiss NGO working in child protection and has been working in Bangladesh since 1974 and is registered with the Non-Governmental Organization Affairs Bureau (NGOAB). Since October 2017, Tdh is working in Cox`s Bazar district providing an integrated emergency response in health, nutrition, WASH (water, sanitation and hygiene) and child protection activities. In Teknaf Tdh is currently implementing a WASH project within which family latrines and showers are being built, as well as a faecal sludge treatment plant. Operation and maintenance of this faecal sludge treatment plants (collect, transport and treatment) is also plan for the coming months.
∎ In this context, the WASH infrastructures officer will be responsible for the design, the construction, the operation and maintenance of all WASH facilities in the project location, in Teknaf refugees` camps. He/she will manage the Infrastructure team to achieve the expected activities. He/she will report directly to the National WASH Coordinator (line manager) and will manage a team of 1 infrastructure assistant and 2 daily workers as well as the contractors and/or daily workers involved in the work. He/she will be working closely with the whole WASH team (hygiene officer, hygiene promoters, water quality assistant and community mobilizers) as well as other departments (logistics, finance, administration).

Job Responsibilities:
∎ Carry out technical assessment according to schedule and specifications;
∎ Prepare bills of quantity (BoQ), technical drawings, technical specifications guidance and terms of references for the construction;
∎ Organize the collection of qualitative and quantitative data as regards to infrastructure and ensure that the worksite monitoring tools (supply, consumption, progress, etc.) are correctly completed in the field;
∎ Manage the team under his responsibility (1 infrastructure assistant, 2 daily workers), provide guidance, technical support in work planning;
∎ Train and supervise the infrastructure team (officers, assistants) so they can effectively achieve their duties;
∎ Supervise with his/her assistants the work carried out by contractors and/or daily workers on the worksites, guide and reframe when necessary.
∎ Validates the execution of the work according to the defined standards and therefore the payments.
∎ Ensure the good progress and completion of works, according to timeline and works specifications;
∎ Conduct the receipt of works and ensure the proper registration of infrastructures (GPS, documentation for authorities);
∎ Organize and monitor the correct operation and maintenance of WASH services (fecal sludge desludging and treatment);
∎ Ensure that the contractor safeguards the safety of his employees and the community;
∎ Provide weekly and monthly written reports to his/her line manager and communicate orally on a daily basis with his/her manager;
∎ Communicates actively and immediately with his/her manager whenever he/she encounters a difficulty;
∎ Actively participates in WASH team meetings during which he presents the activities carried out and the planned activities;
∎ Flag and report any abuse or security issue in the community, monitor and report on any staff abuse or wrongdoings.

Additional Requirements:
∎ Both males and females are allowed to apply
∎ At least 4 years of significant experience in a senior position (site engineer, site supervisor, worksite manager, engineer in charge, project engineer...);
∎ A first significant experience of at least 3 months with an international NGO in a similar position would be a strong asset;
∎ Work experience in the context of humanitarian assistance to Rohingya refugees would be an asset
∎ At least 2 years of team management experience in required;
∎ Both males and females are encouraged to apply;
∎ Good level of oral and written English is required, ease and fluidity in communication is required;
∎ Excellent oral and written Bangla is required, knowledge of Chittagonian would be an advantage;
∎ Strong leadership skills, autonomy, organization and rigor in work is essential;
∎ Significant experience on design (drawings, BoQ, technical specifications...), construction and supervision of water and sanitation infrastructures is mandatory;
∎ Technical drawing skills (AutoCAD or comparable) would be a real strong asset;
∎ Strong planning, anticipation and communication skills with other departments, particularly the logistics department is required;
∎ A strong ability to adapt and integrate into a new environment, especially in a remote area such as Teknaf is necessary;
∎ A good resistance and high work capacity to meet deadlines is necessary.

Salary: Tk. 43108 - 48309 (Monthly)
