Job Context:
∎ The WASH, Health and Nutrition Technical Specialist, is responsible for implementing all NJP activities in the WASH and MCHN thematic areas, ensuring that all activities are implemented in a systemic and sustainable manner. Further, S/he, shall provide technical and operational guidance and support to leverage synergies between WASH and MCHN with support from the Systems Strengthening Advisors for WASH and MCHN. This position is based at the Upazila under the supervision of the Field Office Coordinator and directly working with Associate Systems Strengthening Officers.

∎ The WASH, Health and Nutrition Technical Specialist shall work in close collaboration with all NJP technical teams, implementing partners and key stakeholders within the local government of the Government of Bangladesh.

∎ Functional MCHN and WASH systems are critical in promoting improved access to and use of safe clean water, hygiene and sanitation, access to health services, complementary food and a clean and safe household environment for children. Using a systematic lens backed with evidence, the WASH, Health and Nutrition Technical Specialist shall foster linkages with key private sector and public stakeholders such as DPHE, MOWCA, MOHFW to continue and harness joint policy, programmatic and advocacy work to fully leverage on synergies that reduce stunting and other forms of malnutrition among children under 5 years of age.

Job Responsibilities:
∎ Implementation of project activities through USAIDs sustainability frame work
∎ Planning and execution of development project interventions through & with GoB line departments such as MOFW, MOWCA, DPHE to mention a few.
∎ Ensure timely implementation of all NJP activities, applying a systematic lens, and participating in documentation of key lessons learned.
∎ Establish and maintain professional relationship with Upazila GoB local government departments, including, Upazila Parishad, Union Parishad.
∎ Establish effective working relationship, adequate referral and networking with relevant NGOs, GO and other civil society groups to achieve Nobo Jatra project goal through collaborative efforts;
∎ Facilitate capacity building of the Union MCHN Organizers/ Associate Systems Strengthening Officers and other NJP staff at Upazila level to sustainably dispense activities as per NJP implementation guidelines.
∎ Facilitate private sector engagement with Gold Star Members under SMC-NJP joint initiatives to sustain the SBCC/Nutrition services through Market Innovations for sustainable Health development and GoBs MOH&FW stakes
∎ Work closely with NJP Knowledge Management, Learning and Communication team to ensure systematic documentation of lesson learned and dissemination of best practices.
∎ Coordinate with the MoH&FW field staff in identifying the gap of the GoB Health Systems as well as WASH sectors and put the agenda for discussion at UEH&FP-SCs, Union WATSAN committee to take it to the next level of discussion
∎ Facilitate improved functionality of the CG/CSG, UH&FWC management committee, WATSAN/WMCs and UEH&FP-SCs to improved service delivery at the community level.
∎ Facilitate designing appropriate Behavior Change messaging to increase and improve community awareness on preventable Health & Nutrition and WASH related issues
∎ Intentionally lead the integration of NJP activities across all sectors
∎ Facilitate advocacy campaigns with Union Parishad & local Administration to develop open budget and activating WatSan Committees at different level especially Upazila, Union and Ward level.
∎ Lead, Supervise and ensure all NJP staff implement activities as per operational guidelines.
∎ Collection of WASH information from relevant stakeholders for better implementation of Nobo Jatra WASH program
∎ Facilitate monitoring and evaluation, designing monitoring tools and ensuring that all NJP activities are implemented within the scope and expectations of USAID monitoring guidelines.

Additional Requirements:
∎ Age at least 30 years
∎ An understanding of project implementation
∎ Extensive knowledge related to WASH and MCHN -maternal and child health and nutrition practice & behavior
∎ Oral and written communication skills in English and Bengali
∎ Computer literacy, including the ability to use Microsoft Word, Excel and PowerPoint
∎ Ability to drive a motorbike
∎ Valid motorbike license or willingness to attain one

Salary: Negotiable
