∎ Line Manager: Program Manager (PM)-WASH

Job Responsibilities:
∎ Main tasks:
∎ Beneficiary Selection:
∎ In collaboration with the WASH Program Manager, adapt the beneficiary selection methodology as necessary, in particular, the beneficiary selection criteria and the registration mechanism
∎ Ensure the adapted selection methodology were clearly communicated with field team and follow up
∎ Provide assistance to select the beneficiaries in project intervention area.
∎ Project Implementation:
∎ Work together with the Program Manager and engineering team to prepare the technical design of the activities (BoQ for construction, procedures and SOP, etc) and participate to train, brief the WASH team, contractors or WASH partners to integrate those standards.
∎ Prepare the monthly workplan of all water, sanitation and Hygiene promotion including the construction of WASH facilities
∎ Supervise the construction work for the water and sanitation infrastructures and make sure that Solidarités standards are respected;
∎ Supervise and manage the implementation of the WASH running activities such as: water network operation, installation of shallow and dip tube wells with hand pumps, water chlorination, water quality test
∎ Supervise and manage the implementation of sanitation related activities such as: construction/rehabilitation/repair of latrines, desluging, decommissioning of latrines, operation of feacle sludge management unit and solid waste management unit.
∎ Prepare the hygiene promotion plan and ensure the plan was adopted thoroughly
∎ Maintain the measurement book of any construction work at field in coordination and support of engineering team
∎ Ensure regular team meeting at least monthly to discuss the progress achieved, challenges and constraints.
∎ Ensure regular volunteer meeting at least monthly to discuss the challenges, constraints and achievement at camps.
∎ Communicate the issue, challenges and constraints from field with Program Manager and work together to identify the suitable solution to overcome them.
∎ Support the Program Manager to integrate a contingency plan in case of emergency situation (rainy season, cholera outbreak, etc.) and to train the teams accordingly
∎ Plan and supervise the ongoing activities for which s/he is responsible, in accordance with the deadlines and the requirement of Solidarites International
∎ In coordination with supervisor identify the required Daily Workers required at field to complete and run the activities. Facilitate supervisor on selecting the DW in coordination with the program manager.
∎ Assist in creating committees, training, and monitoring them
∎ Conduct training sessions individually or with the support PM and prepare training report with participant list
∎ Analyze the context at the assign area. Prepare the backup action plan addressing the changed context/situation
∎ Analyze the capacity of the team member and develop/update training tools
∎ Deliver the required and approved trainings to the required team member
∎ Monitoring, Evaluation Accountability and Learning:
∎ In collaboration with the WASH Program Manager, adapt the monitoring forms and evaluation tools and methodologies as necessary.
∎ Adhere to, measure, and monitor the program activities against the log frame and MEAL plan.
∎ Develop the project activities work and MEAL plan based on proposals and log frame; regular follow-up to ensure the activities are being implemented with desire quality and quantity.
∎ Frequent field visit to camps at least 60% of working time for regular supervision of the ongoing activities and report to program manager
∎ Carry need and gap analysis on the working camps and block. Share the finding to program manager and MEAL unit
∎ Archive his/her monitoring tools and files in the Solidarités International office, where they can be accessed by the line manager
∎ Orient the team members on the process and requirement of the supervision and monitoring of the activities.
∎ Support the monitoring and evaluation surveys conducted by the hygiene promoters (for instance rapid assessment, PDM, etc) and the WASH team (for instance, latrines assessment, water point traffic survey, etc)
∎ Analyze the finding of the assessment, survey and produce report
∎ Involve and encourage team member to identified and write the case studies on success as well as failure activities
∎ Activity relevance, quality and reporting:
∎ Under the supervision of the Program Manager, set up the monitoring plan according to logical framework, Activity Progress Updates (APU) and Activity form
∎ Provide monthly progress report, APU and work plan to Program manager
∎ Propose a technical approach, assist with the financial layout, workforce and logistics for the activities that are to be implemented
∎ Implement activities in accordance with Solidarités International technical requirements and financial donor criteria
∎ Ensure that the purpose of the activities meets the requirement for durability and that all established norms and standards are complied with
∎ Ensure that the activities for which s/he is responsible reach the required results
∎ Logistics and Administration:
∎ When recruiting daily workers, follow procedures and directives outlined by his/her Program Manager and the administrative service
∎ Prepare IOF and submit to Program Manager
∎ Ensure the stock record at field are well maintained and monitor regularly
∎ Regular follow-up with the logistic team on procurement and construction.
∎ Provide the logistics department and program manager with lists of stock that has been decentralized for the activity ("field" stock)
∎ Coordinate with supply and fleet team to ensure the require materials are timely procured and delivered to field
∎ Ensure compliance with national and international norms and quality standards relating to his/her activities
∎ Human Resource Management:
∎ Support the Program Manager in solving problems between team members, or between teams and partners, communities and beneficiaries
∎ Identify and pass on team training needs, activities, etc.
∎ Supervise and support the teams that come under his/her responsibility
∎ Act as the liaison in the field between the various Program Supervisors
∎ Ensure EAP of the WASH supervisor and ensure EAP of team was done on time.
∎ Put security measures in place during the implementation of activities and ensure compliance with these rules by staff under his/her supervision
∎ Reporting / communication / representation:
∎ Pass on to the relevant person any information on the security context, or any event that may have potential consequences on Solidarités International activities and team security
∎ Write up reports on the progress of activities to the PM in concertation with the WASH and HP supervisors
∎ Maintain strong coordination and communication with Cam Focal Agency (CFA), Area Focal Agency (AFA), Camp In Charge (CIC) and other relevant stakeholders in camps/responsible area
∎ Ensure regular participation on the camp/responsible area meeting, workshop, such as Site Coordination and WASH meetings, CIC meeting and workshops relating to his/her field of activity and write up report/minutes for them
∎ Facilitate communication between Solidarités International and communities, authorities, beneficiaries and other parties in the area
∎ Provide oral and written translation for the coordination team during meetings or field visits
∎ Write up handover and transition reports before the end of his/her employment contract, and pass these on to those parties concerned on the mission and at HQ

Additional Requirements:
∎ Both males and females are allowed to apply
∎ At least 2 years related working experience on WASH projects either within the NGO or INGO sector
∎ Good understanding experience with MS office applications, knowledge on GIS added value
∎ Good verbal and written communication in English and Bangala, communication in Rohingya language added value
∎ Experience on managerial position
∎ Knowledge and experience of water supply network, chlorination, feacle sludge management unit is preferred

Salary:
∎ Monthly Salary: 76900/- BDT
