Bachelor's degree in Public Health, Social Sciences or a related field. (Diploma with extensive relevant experience may be considered).
Minimum of 3-5 years of experience in community mobilization, health project implementation, or social development, preferably with a focus on women's health, Non-communicable Disease (NCD) Control or aging.
Proven experience in supervising field staff and/or volunteers, including providing on-the-job training.
Demonstrated ability to build strong relationships with community members, local leaders, and government officials.
Proven track record in supervising field staff and providing technical training.
Strong ability to build relationships with local government officials (UNO/UHC) and community leaders.
Experience in basic data collection and reporting.
Proficiency in basic computer applications (Word, Excel and power point).
Strong community engagement, Problem-solving approach and facilitation skills.
Excellent interpersonal and communication skills.
Ability to motivate and guide a team of Health Promoters and volunteers.
Empathy and sensitivity towards the health and social needs of the health vulnerable.

Job Summary:
The Upazila Coordinator will be the primary field-level manager for the "Healthy Aging Promotion in Environmentally and Socially Vulnerable Areas under Stakhira District" project within their assigned Upazila(s). This role is critical for ensuring effective community-level implementation, direct support to beneficiaries, and seamless coordination with local government and healthcare providers. The Upazila Coordinator (UC) play a key role on establishing a Healthy Aging Practice Model for which UC will guide Health Promoters and volunteers, facilitate the functioning of aging clubs, and ensure that the project's objectives for NCD prevention, healthy aging, and water security reach the target women and communities.
Key Responsibilities:
NCD Corner and CC Support and Functionality (25%)
Support NCD corner and CC function through the Health Promoters to CG members: Work closely with Health Promoters to establish, strengthen, and regularly monitor the activities of "NCD corner and CC" or similar community groups for older women.
Support establishing “Healthy Aging Practical Model” involvement community with the leadership of Community leaders such as CG members
Ensure these clubs serve as effective platforms for peer support, health education, and social engagement.
Guide Health Promoters in facilitating regular meetings, activity planning, and member participation within the clubs.
Volunteer Management & Training (25%)
Provide on the job training: Conduct regular on-the-job training and mentorship for Health Promoters and govt. health workers on topics related to NCDs, healthy aging, water-health linkages, basic primary care concepts, community mobilization, and data collection tools.
Supervise Health Promoters and volunteers, providing guidance, feedback, and support to ensure quality service delivery.
Monitor their performance and identify areas for further capacity building.
Linkage & Referral Services (20%)
Make linkage with healthcare centers: Establish and maintain strong referral pathways between Aging Clubs, community members, Health Promoters, and local Upazila Health Complexes (UHCs), Community Clinics, and other primary healthcare centers.
Ensure that community members identified with NCDs or other health issues receive timely referrals and access appropriate medical care.
Guide detecting drop-out case: Develop and implement strategies (with Health Promoters) to identify and follow up on individuals who drop out of care, screening, or club activities, understanding barriers and re-engaging them where possible.
Community Education & Awareness (15%)
Promote for educating, awareness & primary care facility to community through volunteers: Oversee and support Health Promoters and volunteers in conducting community awareness campaigns and educational sessions on NCD prevention, healthy aging practices, safe water management, and the availability of primary healthcare facilities.
Promote self-care of aged people involving family and communities
Ensure clear, culturally appropriate messaging is delivered to the community.
Facilitate community engagement and participation in project activities.
Information Management & Reporting (10%)
Information collection-sharing: Oversee the collection of timely and accurate data from Health Promoters regarding club activities, health screenings, referrals, and community outreach.
Compile, verify, and consolidate Upazila-level data for submission to the District Coordinator.
Facilitate information sharing within the project team and relevant local stakeholders.
Local Level Coordination & Advocacy (5%)
Update information to UNO offices & Social welfare offices: Regularly liaise with and provide project updates to the Upazila Nirbahi Officer (UNO) and the local Social Welfare Office.
Participate UHC & relevant meets and share objectives & outcomes: Represent the project in Upazila Health Committee (UHC) meetings, Water and Sanitation committees, and other relevant local coordination forums. Share project objectives, progress, and outcomes to foster local ownership and support.
Advocate for the integration of project learnings and community needs into local planning and resource allocation processes.
