Job Context:
∎ Place of Work: The Training Management Specialist will be based in Dhaka, Bangladesh with regular travel (20%) to Chattogram.
∎ Reporting Requirements: The Training Management Specialist will report to the COP.
Job Responsibilities:
∎ The Training Management Specialist will collaborate with the Trade Activity’s three components to ensure that the Activity’s capacity building efforts are both effective and sustainable.
∎ He/she will engage the Activity’s counterparts to strengthen their capacity to deliver training, including the National Board of Revenue (NBR) and the Registrar of Joint Stock Companies (RJSC).
∎ Review and revise all training materials produced by the Trade Activity for quality and clarity and add appropriate exercises to the training materials to enhance learning retention.
∎ Co-deliver key trainings with subject matter experts.
∎ Partner with subject-matter experts to deliver Training of Trainer (ToT) trainings focused on adult learning topics.
∎ Oversee and coach trained trainers developed by the Trade Activity.
∎ Strengthen counterparts’ capacity to deliver training, including their capacity to assess needs, create materials, deliver effective training, and measure outcomes.
∎ Work with NBR and the Japanese International Cooperation Agency to establish an effective e-learning program.
∎ Oversee partnerships with local universities on Supply Chain Management to ensure that graduates are equipped with the skills to work in the modern world of trade facilitation
∎ Edit training and workshop/training reports to assure strong writing, grammatical correctness and conformity with USAID guidelines and expectations.
∎ Provide technical and management support to the COP.
∎ Work with the Monitoring & Evaluation (M&E) Specialist to develop and implement the M&E plan and the project M&E system.
∎ Other duties as requested.
Additional Requirements:
∎ A minimum of 10 years of demonstrated capacity to lead training systems and programs is required.
∎ An in depth understanding of international best practices of adult learning principles, training systems management, and e-learning is required. A thorough understanding of modern technology solutions including best practices in e-learning software is highly desired
∎ A basic understanding of topics such as trade, food safety, company registration, and/or trade facilitation is desired.
∎ An understanding of customs procedures, the World Trade Organization, and the Trade Facilitation Agreement is desirable.
∎ Written and spoken fluency in English and Bengali is required.
