Bachelor's degree in a relevant field (e.g., statistics, development studies, social sciences, etc.); master's degree preferred.
At least 10 years of experience in monitoring and evaluation, preferably within livelihood or community development fields.
At least 4 years of experience in the design and implementation of M&E and MIS in development projects implemented by national/international NGOs/ Government;
Proficiency in designing M&E frameworks, data collection tools, and methodologies.
Strong data analysis skills using statistical software (e.g., SPSS, Excel, etc.).
Excellent communication and interpersonal skills.
Ability to collaborate effectively with diverse teams and stakeholders.
Commitment to accountability, transparency, and project impact.
Ability to work under pressure and meet tight deadlines.

A. Job Summary
The position of the MEAL & Training (M&T) Manager has designed to perform two roles; MEAL and Training. The M&T manager is responsible for overall management of MEAL activities and training program a livelihood project. Apart from MEAL activities, s/he is responsible for designing and implementing a robust monitoring and evaluation system to track the progress, outcomes, and impacts of the intervention of the project. This role involves working closely with project teams, beneficiaries, and stakeholders to ensure accurate data collection, analysis, and reporting to support evidence-based decision-making. And apart from training program S/he is responsible for ensuring training program of the project timely and effectively. Training is one of the main parts of the project. This project has been designed to provide skill development training to its members as require followed by livelihood inputs support. S/he is responsible for developing training plan for the beneficiary, undertake TNA, lead to develop training module and manage undertaking training activities in line with approved training plan with the help of manager livelihood and team. Training budgets and ensuring that training is delivered to budget in a cost-effective way is also very important responsibility of him / her. S/he is reportable to the Project Coordinator and maintains functional relationships with managers of other cells of the project and other service providers and stakeholders.

Develop and maintain MEAL systems - Develop M&E plans and tools for the project and ensure the same is followed up during implementation.
Carry out data quality assessments/ audits regularly for MEAL data based on agreed indicators.
Assist in reviewing monthly progress reports and provide feedback to the respective staff.
Ensure that cross-cutting issues such as gender, age and disability are effectively mainstreamed.
Assist in producing monthly, quarterly, and annual M&E reports
2 Data Collection and Management:
Coordinate the collection of relevant data from project sites, beneficiaries, and partners in a timely and accurate manner.
Implement data management protocols to ensure the integrity, security, and confidentiality of collected information.
Organize and maintain a structured database for easy access and retrieval of project-related data.
3 Data Analysis, Reporting and Documentation - Analyze collected data to assess project performance against predefined indicators and targets.
Prepare regular M&E reports, highlighting trends, challenges, and success stories.
Compile MEAL data and learning into donor-compliant and internal narrative reports, ensuring gender-sensitive and ethical representation of results.
Collect and document case studies, most significant change (MSC) stories, and testimonials showing shifts in attitudes and behaviors linked to project interventions.
Maintain an organized repository of data collection tools, reporting templates, and learning resources.
4 Learning, Accountability, and Capacity Building - Facilitate learning sessions for staff members that use MEAL data to assess project implementation effectiveness.
Document and analyze feedback from community members and stakeholders, ensuring it's reflected in learning loops and project improvements.
Assist in baseline, midline, and endline assessments and other evaluations.
Share learning and provide constructive comments to colleagues to ensure program quality.
Ensure Sex, Age, Disability Disaggregated Data (SADD), Accountability, and Gender standards are consistently adhered to in program delivery.
Suggest strategies to Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities.
5 Training Need Assessment, planning and Budgeting
Develop a training plan in consultation with the project team.
Conduct trade-based quick training needs assessments using PRA methods and tools
Lead to develop training modules
Keep the contract and prepare a pool of resources personsto hire a resource facilitator.
Assist the livelihood manager to prepare the training budget
6 Training, documentation and reporting
Training documentation, preservation, and dissemination
Keep a record of all the training: registration, reports, lists, etc.
Post-training follow-up and evaluation of training effectiveness with the view to enhance training effectiveness

B. Authority
Reports to the Project Coordinator and directly supervises, and keep close contract with the livelihood manager and project team. As a senior member of the team s/he maintain a good relationship with them in making enabling working environment.
C. Working Condition
S/He will be based at the project office Ukhiya and regular visits to project sites.
Salary range (gross salary): BDT 70,000 to 80,000 per month
