Job Context:
∎ Friends in Village Development Bangladesh (FIVDB) is going to implement the "USAID`s Community Nutrition and Health Activity (CNHA)` funded by USAID" Project in Haor region Sunamgonj, Habigonj, Natrokona and Kishorgonj district in partnership with CARE Bangladesh. The present project tenure is up to September 2027.
∎ USAID`s Community Nutrition and Health Activity (CNHA)` funded by USAID, and implemented by CARE Bangladesh, aims to sustainably impact the nutrition and health of women and children in their first 1000 days of life. The activity will strive to achieve its goal by contributing to the areas of Strengthened community health systems to deliver nutrition, family planning, and health services; improving household nutrition and health behaviors; enhancing leadership and governance for improved nutrition; resilience of communities and households to potential nutrition shocks increased.
∎ Friends in Village Development Bangladesh (FIVDB), is a Bangladeshi non-governmental organisation founded in 1979 under the Societies` Registration Act, 1860. The organisation is also registered with the NGO Affairs Bureau and the Micro Credit Regulatory Authority, of the Government of Bangladesh.
∎ FIVDB`s societal vision is that of `a vibrant society based on justice, equity, democracy and environmentally sound principles`. It works with the mission to give the disadvantaged women, men and children greater voice, reduce their vulnerability, increase their use of citizenship rights and help them enhance their quality of life. To that end FIVDB pursues educational, social and economic capacity building and social organization processes. It works to strengthen social protection and safety networks and participates in national and international outreach and advocacy. The organization combines grassroots service delivery, social mobilization and advocacy in its work and works in collaboration with communities, civil society, the Government and private sectors
∎ CARE Bangladesh, a non-profit international development organization, is implementing a five-year-long project, "USAID`s Community Nutrition and Health Activity (CNHA)". CARE, with its consortium partners icddr,b, mPower, Jhpiego, and Viscom, will implement this project both at national and sub-national levels, and [Friends In Village Development Bangladesh (FIVDB)] will work at the local level to execute the field activities under Kishorgonj Cluster and in the selected upazilas (all unios) of Sunamgonj, Habigonj, Netrokona and Kishorgonj districts.
∎ Under CNHA, the consortium will work with different departments of the ministries, especially the Ministry of Health and Family Welfare (MoHFW) of the Government of Bangladesh (GoB) at the national, regional, and local levels, to improve nutrition status by strengthening the community health system and support the effective implementation of the Second National Plan of Action for Nutrition (NPAN2). This will work at multiple levels of local government institutions, specifically with the nutrition coordination committees at the district and upazila levels focusing on the community health system and strengthening the Core Team approach and local nutrition-governance mechanisms. The project will facilitate developing solutions emerging from communities, government departments, and the private sector. The CNHA will replicate proven best practices to scale up innovative local governance models for better nutrition by transforming the Union Development Coordination Committee (UDCC) into nutrition outcomes. Digital solutions related to health and Nutrition services are key strategies for improving nutrition. The project intends to impact several of the core challenges selected districts face in the North (Rangpur Cluster), Haor (Kishoreganj Cluster), Padma Basin (Madaripur Cluster), and Coastal Belt (Patuakhali Cluster) of Bangladesh.

Job Responsibilities:
∎ FIVDB, a local partner of this project implementation, is hiring a Technical Officer - M&E. The Technical Officer- M&E will be responsible for the adoption and implementation of CNHA's MEL system for the respective cluster. Under the guidance of the Project Manager, S/he will pro-actively coordinate all MEL activities of the project ensuring data entry, consistency, reliability, timeliness, and quality to satisfy the program's M&E requirements and produce quality reports. S/he will ensure that the Monitoring Framework is properly understood and implemented by all field staff. She/he will also take part in supporting the M&E team to ensure the quality of M&E data, and triangulation of monitoring data at its primary and secondary sources through desk review, spot check/field visits, and take part in the systematic Data Quality Assessment (DQA).
∎ Responsibility # 1: Effective Implementation of the Monitoring, Evaluation, and Learning System for the CNHA Project 25%
∎ Effective implementation of existing MEL plan in respective districts and review it in a team if needed.
∎ Collect, Compile, Analyze, and Interpret the project activities implementation status, progress, and performance periodically.
∎ Collect necessary data/information related to health, nutrition, and family planning services, facilities, HR, and supplies by maintaining good communication with the district Health, Family Planning departments, and Nutrition Coordination Committee.
∎ Ensure ICT intervention implementation at the field level according to project/GoB guidelines.
∎ Responsibility # 2: Program Planning, Reporting and Documentation 25%
∎ Generate, share, update, and document the learning and best practices of the project in the respective region.
∎ Prepare monthly project progress reports and share them with senior management.
∎ Coordinate and prepare monthly, quarterly, and semi-annual reports within the stipulated deadline and finalize after input from the District Manager, Project Manager, and other team members.
∎ Develop and ensure knowledge management practice by the upazila/district/cluster team across the project.
∎ Work closely with the project team to document the success stories, failures, and lessons learned.
∎ Establish a strategy to disseminate the learning and best practices to the wider audiences at respective districts with different stakeholders.
∎ Contribute to the different studies/evaluations/newsletters as the project requires.
∎ Responsibility # 3: Capacity Building and Supervision of the team on M&E 25%
∎ Assist the field-level project staff in collecting, compiling, analyzing, and interpreting monthly project progress reports.
∎ Orient project staff on different monitoring tools and provide on-the-job training for the Project staff.
∎ Work closely with respective government MIS staff/Statisticians for capacity building of field-level service providers and frontline supervisors through on-the-job training.
∎ Work closely with MIS staff/Statisticians to capture the relevant nutrition-specific and sensitive data/information from different sources like maternal and child nutrition and health, Family planning, Agriculture, Food, Fisheries, Women's affairs, Local Government, etc. in their system.
∎ Create opportunities to discuss the common monitoring findings and assist in finding solutions to encountered problems.
∎ Responsibility # 4: Data Quality Assessment (DQA), Coordination and Communication 25%
∎ Ensure the quality of data through routine data quality assessment (DQA) as per plan and document the findings, actions, and follow-up of DQA.
∎ Conduct DQA jointly with the representatives from DGFP, DGHS, DNCC, and UNCC from the district to community levels.
∎ Systematically assess the quality of reported data generated from different routine monitoring, assessments, and surveys.
∎ Play a key role in ensuring the use of data for planning and decision-making by the district and upazila managers of MoHFW as well as the project team.
∎ Work closely with the district and upazila MIS Staff/Statistician for data-driven performance reviews monthly and quarterly.
∎ Maintain strong coordination and communication with the district and upazila level statistician of DGFP & DGHS
∎ Collaborate with the project team and partners at the cluster level to ensure the timely delivery of planned deliverables.
∎ Additional job responsibilities
∎ The duties and responsibilities set out above are partial. The role holder may be required to carry out additional duties within the reasonableness of her/his level of skills and experience. Ready to work in any natural disaster or emergency anywhere in Bangladesh.
∎ Reporting: Technical Officer- M&E will report to the Project Manager of [Organization name] and closely work with Sr. Technical Officer-M&E and Documentation, and Cluster Coordinator of CNHA, CARE Bangladesh.
∎ The Technical Officer- M&E will be based in Kishorgonj cluster office and is expected to spend approximately 70% of his/her work time in the project operating areas and local institutions.

Additional Requirements:
∎ Age 25 to 55 years
∎ Have experience and training related to government Health MIS, DHIS2, e-MIS, LMIS, etc.
∎ Knowledge of participatory approach, institutional assessment, and quantitative and qualitative techniques for various assessments and analyses.
∎ Excellent in computer literacy, especially in MS Excel, MS Access, SPSS, and experience with email communication
∎ Ability to manage M&E database, including template design, data entry, cleaning, and logical checks of monitoring data.
∎ Experience in ODK/ONA/KOBO/other web-based platforms is preferred.
∎ Commitment to continuous learning, professional development, and teamwork
∎ Good understanding of and commitment to promote Gender, Equity, and Diversity Inclusion (GEDI) related concepts, ideas, and best practices
