∎ Masters in statistics, Anthropology, Economics, Social Science, Development Studies, or any other relevant discipline from any recognized university.

∎ Willing to drive a motorcycle with a valid driving license.
∎ Adequate knowledge of Microsoft Word, Excel, SPSS, Kobo tools, PowerPoint, email, etc.
∎ Excellent spoken and written English language skills.
∎ Willing to travel and work in the most remote Area

Responsibilities & Context:
∎ Design and implement monitoring frameworks to track the progress of projects and programs.
∎ Develop data collection tools, surveys, and monitoring systems to capture quantitative and qualitative data.
∎ Ensure data is accurate, timely, and consistent with project goals and objectives.
∎ Conduct regular field visits to monitor ongoing activities and assess project outcomes.
∎ Oversee the collection, analysis, and reporting of monitoring data from the project staff.
∎ Maintain comprehensive records of all monitoring data and results.
∎ Provide regular reports to management and relevant stakeholders on program performance.
∎ Ensure that monitoring reports are aligned with donor and organizational reporting requirements.
∎ Train and mentor staff and field teams on monitoring and evaluation (M&E) methods and data collection tools.
∎ Provide technical support to project teams in designing and implementing effective monitoring systems.
∎ Work closely with project manager and program teams to ensure monitoring systems meet operational needs.
∎ Collaborate with other departments to integrate monitoring data into program management and decision-making processes.
∎ Ensure that monitoring activities adhere to organizational standards and international best practices.
∎ Review and validate monitoring data to ensure quality and reliability.
∎ Identify challenges in data collection or monitoring and recommend corrective actions.
∎ Provide recommendations for program improvement based on monitoring findings.
∎ Assist in conducting evaluations to assess program effectiveness and recommend adjustments
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the programme’s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote, and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.

Resource Development Foundation (RDF) will implement a project named ‘Transforming Gender Inequality and Ensuring Empowerment for Climate-induced Displaced People in Urban Slum’ at Barishal from 01 January 2025 to 31 December 2027 funded by Climate Bridge Fund (CBF) with financial support from the Government of Germany through KfW, and BRAC. This project will be implemented in the slum areas of Barishal City Corporation. To implement the project, RDF invites applications from the competent and qualified persons for the following position.
∎ The Technical Officer-M&E will be responsible for developing monitoring frame works and performance metrics, implementing monitoring activities, collecting and analyzing data, preparing and delivering progress reports to the project Manager, identifying issues, implementing corrective actions, managing risk, providing feedback for project improvement and support planning efforts, rain staff and enhance team capabilities in monitoring. The Technical Officer-M&E has to ensure that, the project stays on track, meets its goals, and delivers the intended outcomes. The Technical Officer-M&E will ensure the quality implementation of the project, donor reporting and documentation.
