Job Context:
∎ CWFD emerged from an emotional response to help women in need of reproductive health care counseling. The organization, originally named as "Concerned Women for Family Planning (CWFP), started its voluntary activities in 1974 to help the refuge coming to Dhaka city after the devastating famine of 1974. The organization was registered in 1975 with Directorate of Social welfare and formally launched its project activities in 1976 with only 5 female staff to cover an area of Dhaka city slum comprising around 50,000 people. ∎ Project background: Concerned Women for Family Development will receive funds from United Nations Population Fund (UNFPA) to implement Generation Breakthrough Project: Phase-II `Improving the Sexual and Reproductive Health and Rights including Maternal, Newborn and Adolescent Health in Bangladesh (ImSRHRMNAH,B)`. This project aims to address gender- based violence (GBV) in Bangladesh by establishing linkages to adolescent sexual and reproductive health and rights (SRHR) and gender equity, with a focus on engaging boys and improving relationship building skills. As a part of delivering adolescent friendly health services, `Improving Sexual and Reproductive Health and Rights including maternal and new born health in Bangladesh` project will create linkage for tele-counseling and referral services to different service providers on sexual and reproductive health and gender-based violence. The primary target group of this helpline and adolescent friendly health service are adolescents aged 10-19 years.
∎ Similarly, CWFD working with UNFPA for the national humanitarian response, the A&Y programme unit of UNFPA is expecting to receive funds from UNOCHA for the CERF Anticipatory Action Pilot Phase II.
∎ Name of the position: Technical Officer-Humanitarian on contract basis
∎ Potential female candidates are encouraged to apply.
∎ Job Duration: Up to 27 December 2021 and maybe extended depending on availability of fund.
∎ Job Summary: The Technical Officer is responsible for implementation of activities of CERF Anticipatory Action (AA) Pilot Project activities such as selection of Youth Leader, providing training to youth leaders, selection of project participants, selection of distribution points of MHM kits, providing chit cards to the project participants, distribution of MHM kits as per the guideline of the project. He / She will provide support to maintain coordination with respective school / madrasa teachers, health service providers and local elected bodies of the operational areas.
∎ The Technical Officer will work under the direct supervision of the Project Coordinator-Humanitarian. The incumbent is responsible for ensuring the implementation of quality program interventions. The Technical Officer will maintain coordination and liaison with all the project stakeholders.

Job Responsibilities:
∎ Planning and implementation project activities of the assigned areas:
∎ Prepare monthly work plan of the assigned working areas based on project work plan.
∎ Selection of the youth volunteers for providing support for implementing the project activities.
∎ Assist Project Coordinator for final selection of project participants.
∎ Ensure distribution of chit cards to the project participants,
∎ Ensure creating raising awareness on Gender Based Violence, Menstrual Hygiene and other health messages.
∎ Organize different meeting and training as per project need:
∎ Invite and ensure participation of the listed target people.
∎ Arrange suitable place for conducting meeting and training in the school / madrasa and community.
∎ Prepare meetings and training plans and conduct meetings and trainings accordingly.
∎ Arrange trainings for the youth leaders, so they can perform their responsibilities properly.
∎ Raising awareness in the community and different health messages:
∎ Arrange miking in the community for raising awareness on different health messages.
∎ Ensure hanging festoons and posters in different important locations in the community.
∎ Ensure briefings and distributions of flash cards on health messages.
∎ Coordination among all stakeholders at the field levels:
∎ Establish and maintains liaison/coordination with the GO, NGO, school teachers, community elites/ groups, health service providers.
∎ Create linkages between service seekers and service providers in the community regarding health and gender-based violence.
∎ Line of responsibility: The Technical Officer is directly reportable to the Field Manager and the Project Coordinator-Humanitarian.

∎ Both males and females are allowed to apply
∎ Experienced candidates of Adolescents Sexual and Reproductive Health Rights and Gender Based Violence will be given preference. Must have experiences in community mobilizations, communications, liaisons and collaborations with the Health Service Providers of GOs and NGOs, report preparation at the different stages of the project; good communication skills, willing to work at the grass root level, good understanding on the rural communities, dynamics, power structures and development issues; crucial be sensitive to the needs and conditions of women and children.

Salary:
∎ BDT 24,853/- per month (including all other benefits).
