∎ Friends in Village Development Bangladesh (FIVDB) is going to implement Education Cannot Wait (ECW) Multi Year Resilience Program (MYRP) top up funding under its Humanitarian Preparedness and Response Program, Cox`s Bazar in partnership with Plan International Bangladesh (PIB). The duration of the project is 17 Months (to be extended subject to the provision of project extension afterward). The position will be recruited for implementing the project based at the Field Office at Ukhia with substantial field activities at different camps and host communities. The job is contractual for the project period with a three (3) months` probation period.

Job Responsibilities:
∎ The Technical Officer- Adolescent and Youth Education will be responsible for the implementation of the Adolescent education and development component targeting children aged 15-18. S/he will ensure the delivery and achievement of programme outputs in particular establishment of Community Based Learning Facilities (CBLF) support for the identification and mobilization of teachers/facilitators in displaced communities, support for teachers training, capacity building of teacher, volunteer, community, delivery of education activities for targeted adolescent group both girls including psychosocial support and referral, delivery of learning and teaching material. S/he will communicate frequently with Technical Coordinator- Adolescent and Youth Education for quality program delivery, expenditure, reporting and donor compliance. S/he will also frequently communicate with Technical Specialist- Adolescent and Youth Education (PIB) for technical issue . She/he will take proactive stance in identifying and mitigating child protection and safeguarding related risk in the implementation of the project interventions and will represent FIVDB at field level. S/he will be reportable to Technical Coordinator- Adolescent and Youth Education.
∎ Key Roles and Responsibilities:
∎ Assessment:
∎ Support education needs assessment as needed in intervention target areas;
∎ Review, assess and update the education situation in areas affected by emergency (camps sites and host communities)
∎ Take proactive stance for identifying and mitigating risk in project implementation.
∎ Support to identify potential and qualified Teacher and Volunteers for Adolescent intervention.
∎ Support to design formative assessment for tools for adolescent intervention, facilitate and support assessment.
∎ Highlight education related issues requiring an immediate or medium-term response and inform the Technical Coordinator-- adolescent and youth education and Project Coordinator;
∎ Planning and Implementation:
∎ Facilitate and support to establish Community Based Learning Facilities (CBLF) for adolescent education in collaboration with Majhi, community and site management.
∎ Facilitate in identifying learners both girls and boys (out of learning facilities, dropped out and including children with disability) for adolescent learning facilities;
∎ Gather and provide information for progress reports to ensure timely implementation of Literacy and learning Facilitate and ensure distribution of teaching- learning and other required material for adolescent program and use.
∎ Prepare activity plan(weekly/monthly) based on DIP/quarterly plan and ensure effective implementation of planned activity on time in collaboration with community and stakeholder.
∎ Track the progress of Adolescent and youth education activities and provide regular update to the Technical Coordinator- adolescent and youth education.
∎ Participate in education programme review meeting at camp and sub-district level;
∎ Ensure early and rigorous implementation of quality and accountability mechanisms.
∎ Facilitate and engage parents and community people and other stakeholders and strengthen their capacity to promote girl’s education, disability inclusion, empowering adolescent girls, GVB risk mitigation and facilitate prevention of bullying and harassment.
∎ Capacity Building:
∎ Assess the training need of Teacher, Female Monitor and Program Organizer and develop a rigorous plan for improvement;
∎ Support to design capacity building activities, training for volunteers, Teacher/stakeholders in the areas of Adolescent and youth education ;
∎ Support to prepare Training Manual/Module, schedule for conducting quality training, workshop and meeting.
∎ Organize and facilitate training, workshop, meeting for Facilitator, volunteers, community people & stakeholders maintaining standards.
∎ Provide on-the-job coaching and mentoring support to the Teacher, Volunteers, Mentors in technical aspects of the project and continuous professional development capacity building.
∎ Take necessary initiatives and ensure support to mobilize and capacity building of Parents Education Support Group/community group for effective implementation of adolescent activities and build ownership.
∎ Monitoring, Reporting and Evaluation:
∎ Visit project sites (functional literacy, numeracy and life skills session and other activities) on regular basis to supervise and monitor project activities in the affected communities and take initiative for further improvement based on findings.
∎ Ensure quality delivery of adolescent activities i.e. functional literacy, numeracy and life skills session, parents awareness session, MHPSS session, other activities related to adolescent at Camp following program guideline.
∎ Document challenges, best practices and success stories for sharing the learnings;
∎ Assist M&E Officer, PIB M&E team, Technical Specialist-Adolescent & Youth Education (PIB) in data collection and storage;
∎ Facilitate and support conducting different assessment;
∎ Support the monitoring and reporting of major concerns on education and as well as child protection and safeguarding concerns inside and around the Community Based Learning Facilities.
∎ Support regular and during donor progress report by providing necessary quantitative and qualitative data in time.
∎ Information and Co-ordination:
∎ Provide regular updates to the Technical Coordinator-Adolescent and Youth Education Technical Specialist-Adolescent and Youth Education on progress, priorities and constraints -verbally and written on an agreed platform;
∎ Develop and maintain strong coordination with communities, Majhis, site management, camp level govt. official (CiC, ACiC) and other stakeholders for effective planning & implementation of program.
∎ Engage and follow up with relevant implementation staff.
∎ Child protection, gender equality and inclusion:
∎ Ensures that FIVDB and Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and FIVDB and Plan International’s Code of Conduct (CoC), PSEA Policy, their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Salary:
∎ Tk. 54500 (Monthly)
∎ 10% of the Basic Salary will be deducted as Staff Security Fund (Payment made after project closing/ Leave from FIVDB) Deduction of Tax at the source Yearly Salary Increment(Up to 5-10% based on Performance Appraisal and budgeted provision of the selected project)
