Job Context:
∎ We are seeking a Technical Manager, PSE for our USAID Feed the Future Livestock Production for Improved Nutrition Project. The project seeks to impact rural household nutrition by improving the utilization of livestock products, and food security. The Technical Manager, PSE will provide leadership and oversight for private and public sector partnerships and activities related to animal drug market including vaccines, strengthening animal quarantine, value addition of livestock products for producers and consumers as well as other market systems actors. Technical manager PSE will also be responsible for monitoring grantee`s activities related to dairy and beef cattle inputs and markets. S/he will work under the supervision of Senior Livestock Market Systems Specialist.
∎ DURATION: November 2019 to March 2021
∎ REPORT TO: Senior Livestock Market Systems Specialist (SLMSS)

Job Responsibilities:
∎ Identify relevant key market actors in the livestock inputs and outputs market, also their key constraints & market-based solutions, and incentives to integrate small-scale livestock producers with regional and national market.
∎ Coordination with Ministry of Livestock project (such as LDDP), department of livestock services DLS and LRI to progress the discussion on access to animal drug and quarantine facilities.
∎ Monitoring of partnership/grantee activities with their key contacts in Dhaka and the field through regular field visits to the project areas and provide evidence based analytical feedback to the LPIN project management team.
∎ Provide support to conduct assessment on national animal drug and quarantine system and actions plans with the partners.
∎ Support the SLMSS to negotiate the content, activities and budget with grantees/companies for agreements.
∎ Assist SLMSS to new partnership opportunities, evaluate new proposals and roll out the grants in coloration with the grants and finance and MEL team.
∎ Assist and conduct different capacity building initiatives for grantees, service providers and market actors in order to strengthen the delivery of private sector services.
∎ Collects stakeholder reports, generates reports and conducts additional research to support performance monitoring and evaluation data collection.

Additional Requirements:
∎ Minimum of 08 years of relevant and progressive work experience in Bangladesh in leading private, public and/or public private partnerships in the livestock sector with 5 years' experience with successful livestock market systems development projects.
∎ Able to clearly demonstrate livestock productivity enhancement, efficiency of current drug market including vaccines, challenges and constraints of livestock output market in particular for commodities such as milk and meat, improved processing and preservation and market systems strengthening under complex small holder livestock setting.
∎ Strong analytical skills, including ability to gather and analyze a variety of information related to business environment pertaining to issues and to develop appropriate recommendations for action.
∎ Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner in both English and Bangla.
∎ Awareness, sensitivity, and understanding of cross-cultural issues particularly in representing a US-based organization.
∎ Ability to work effectively in an atmosphere of multiple tasking, shifting priorities, and deadline pressure.
∎ Ability to travel within the Dhaka, Khulna, Barisal and Chittagong division (including Cox's Bazar) as required.
