∎ Purpose:
∎ The Technical Manager - Male Engagement will work as part of the IRC`s Women`s Protection and Empowerment (WPE) team to oversee, manage and provide technical support to male engagement programming including Engaging Men in Accountable Practices (EMAP). She/he will ensure quality, confidential, and appropriate implementation of male engagement activities. Through supportive mentoring, she/he will provide capacity development to staff including partner staff to strengthen their understanding in EMAP and other male engagement activities. The position requires a personal commitment to advancing women`s issues and working on behalf of women and girls in the host and the Rohingya community. She/he will be providing technical support and regular mentoring to IRC and partner staff. The person will coordinate closely with the wider IRC WPE and health teams as part of the integrated SRH and GBV program. She will be directly supervised by the WPE Coordinator.
Job Responsibilities:
∎ Technical Quality:
∎ Ensure that male engagement activities adheres to a women-, girl- and survivor-centered and feminist approach and that staff are supported to build and strengthen their practice in this area;
∎ Provide direct capacity building support to IRC and partner staff to develop their skills, competencies and practice in: WPE and GBV/VAWG guiding principles; survivor-centered support, male engagement initiatives including EMAP, capacity development for women's friendly space (WFS) services to provide quality services, monitoring and evaluation tasks; and other areas as identified;
∎ Working with IRC staff, ensure EMAP training and mentoring is provided to WPE and partner staff on facilitation of the EMAP sessions;
∎ Ensure men and boys are engaged in male engagement activities to work as allies to empower women and girls;
∎ Ensure that all components of the male engagement activities including EMAP is implemented according to the guidelines and that regular monitoring and feedback mechanisms are in place;
∎ Manage the procurement of materials for EMAP and other male engagement activities, ensure activities have the required resources
∎ Ensure that ethical and sound data collection and information management is implemented for appropriate data analysis, planning, evaluation, and advocacy; working closely with the WPE team and Monitoring, Evaluation, Accountability and Learning (MEAL) team
∎ Staff Supervision & Development:
∎ Directly supervise the Senior Technical Officer - Male Engagement.
∎ Maintain open, supportive, and professional relationships with all team members (IRC and partner organization), promoting a strong team spirit and providing management support and guidance to enable staff to successfully perform their roles;
∎ Convening the team on a regular basis to review programming, progress, successes and challenges and make timely adjustments to the activities; and reporting back to the WPE Coordinator;
∎ Ensure timely completion and submission of monthly timesheets, probation reviews, appraisals and annual performance reviews; and provide regular constructive feedback to develop their practice;
∎ Assist with the recruitment of prevention and community outreach staff;
∎ Ensure regular communication and close collaboration with the WPE Coordinator, Team Lead - Protection and other WPE team members.
∎ Monitoring, Reporting, Budget Management:
∎ Monitor and consolidate information collected from weekly/monthly and staff activity reports; and actively work with the MEAL Officer to ensure accurate data and information;
∎ Monitor budget spending in line with the spending plans for EMAP and male engagement activities, work with the Senior WPE Managers, Team Lead - Protection and WPE Coordinator in developing remedial plans where necessary to ensure budgets are optimally utilized;
∎ Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans;
∎ Where requested by the supervisor, contribute in writing high-quality and timely IRC and donor reports on activities and achievements, supporting the dissemination of EMAP implementation best practices in the relevant forums;
∎ Take the lead on supply chain, finance and logistics tasks in relation to the operations of the male engagement activities including identifying and responding to procurement needs;
Additional Requirements:
∎ Minimum 5 years of proven experience in GBV programming for women and girls - essential; and experience in adolescent girls programming- highly preferred;
∎ Experience in program/project management;
∎ Experience in directly supporting women and girl survivors of violence;
∎ Experience in male engagement programming including EMAP
∎ Demonstrated experience in successfully leading, building and strengthening a program team of 3 + staff in a dynamic, challenging and changing context;
∎ Responsible for supervising, mentoring and building capacity of staff;
∎ Experience in facilitating practical workshops and learning on this issues outlined in the areas of responsibility for this position;
∎ . Deep understanding of the impact and dynamics of male violence against women and girls, and solid grounding in feminist, women and girl-centered, anti-oppressive practice;
∎ Demonstrated coordination and relationship building skills with partners;
∎ Strong ability to respect differences of culture, opinion and lived experiences while upholding rights-based principles and women's protection and empowerment;
∎ Excellent interpersonal skills, positive and professional attitude, ability to lead and work well in a team setting and with multiple partners;
∎ Strengths in listening, empathy, flexibility, and creativity;
∎ Fluency in English Language - essential
