Sound Technical Knowledge on OST, STI Management, HTC, Infection Management, Drug treatment, MCH/RH component and other component relevant with HIV and Drug use.
Minimum 5 years professional experience in the relevant field. At least 3 years of experience in Managerial role in relevant field.

The overall responsibility of the Technical Coordinator-QA/QI is to lead, design, guide and ensure quality implementation of technical components of OST, STI, Abscess, HTS and other medical issues (MCH. RH, TB abscess management), ILWHA, under GFPWID program of CARE Bangladesh. S/he will work as in house resource for capacity building of consortium staff including SR Project Staff, Partners & DIC staff on technical issues through planning and implementing innovative and cost effective strategies.
S/he will be responsible to devise, revise and adopt all relevant technical SOPs, user friendly guidelines, tools, and checklist for ensuring consistent quality assurance and improvement in all 34 Service Centers including 3 OST Centres (OSTC), 08 nos comprehensive DICs, 01 DIC throughout the country. S/he will establish and ensure implementation of an interactive monitoring & supervision system for regular monitoring the quality of care on each of the technical interventions of all DICs and CDICs against set standards through introducing both physical and virtual monitoring system (using IT/Skype).
S/he will be act as technical focal for HTC installation and provide support for implementation at DICs/CDICs level of SR and SSRs. He will also responsible to build capacity of Technical Officer (TO) of SSRs. He will devise necessary guidelines and tools for unifying & smooth operation of HTS.
S/he will be the key technical resources to build and facilitate the capacity of CARE and Partner Organization for OST management i.e. implementation strategies of OST scale up. Also contribute to develop collaborations with relevant service delivery agencies such as MOHFW, Smiling Sun clinics, UPHCP etc.
S/he will ensure effective and efficient use of the program’s resources through timely budget preparation, regular monitoring of intervention activities against targets and take corrective measures as and when required. S/he will be responsible to oversea the documentation, reporting of technical component, training and capacity building etc and will prepare the monthly and quarterly reporting on those specific technical component.
The incumbent will also coordinate with MOH&FW, NASP, Save the Children, ICDDR, B and DNC and other development / collaborative partners as Resource Person and will periodically update on Technical know -how among Project and Partners` Staff.
Responsibilities and Tasks:
Responsibility # 1: Technical Staff Management
Support hiring of appropriate technical staff of SSR and DICs.
Ensure supervision and performance review of assigned staff involved in Training, Capacity building and OST study team including service providers on behalf of SR CARE.
Ensure supervision and timely performance review/appraisal of assigned program staff.
Identify staff training needs; ensure need-based training for respective groups/individuals timely and appropriately.
Ensure technical and management support for staff in enhancing the capacity as and when required.
Duration: Duration of the contract will be up to December 31, 2024
