Job Context:
∎ The Asia Foundation (the Foundation) is looking for skilled and ambitious candidates to serve as the Dhaka-based Technical Advisor - Capacity Building & Policy Advocacy for the 2016-2021 "Women`s Economic Empowerment through Strengthening Market Systems" (WEESMS) project funded by the Embassy of Sweden and implemented by the Foundation in partnership with International Development Enterprises (iDE). WEESMS aims to i) increase the number of women entrepreneurs and growth of women-led SMEs, ii) improve women`s access to formal and informal employment opportunities, and iii) increase retention rates of women already in the labor market across the 2-4 targeted sectors.
∎ Reports to: Deputy Team Leader, WEESMS Project (The Asia Foundation)

Job Responsibilities:
∎ Provide technical leadership and oversight of the conceptualization, design, and implementation of capacity building and policy advocacy initiatives under the WEESMS project, including but not limited to designing and delivering training curricula; overseeing follow up; and monitoring impact of activities.
∎ Provide technical and operational oversight of the design, organization, and facilitation of policy advocacy initiatives under the WEESMS project, including but not limited to identifying and communicating with appropriate stakeholders; setting budgets, workplans, and agendas; overseeing follow up; and monitoring impact.
∎ Monitor project progress against the performance management system defined in the project plan.
∎ Ensure assigned project components are implemented within the agreed timeline and the allocated budget.
∎ Networking for collaboration with business networks, business membership organizations, women chambers of commerce, employers' associations, relevant government institutions, and other stakeholders.
∎ Prepare regular updates, including verbal and written communications, and written reports as required for program reporting as per the guidance of the Deputy Team Leader.

Additional Requirements:
∎ Work Experience:
∎ At least five years of public policy and capacity building experience in one or more of the following areas: women's economic empowerment; women's entrepreneurship; gender equality; business enabling environment.
∎ Demonstrated success in the design and implementation of capacity building and/or policy advocacy initiatives at the national or local levels in Bangladesh.
∎ Proven experience working for international organizations or agencies on program and financial management, including work planning, implementation, reporting, and monitoring and evaluation.
∎ Experience implementing complex, multi-stakeholder activities, including coordination and coalition building with diverse stakeholders, such as government officials, international and donor agencies, private sector companies, national and local civil society organizations.
∎ Experience creating professional written reports, policy briefs, and/or blog posts.
∎ Management Skills and Knowledge:
∎ Strong research and analytical skills.
∎ Good understanding of political economy analysis/approach and application to project implementation.
∎ Excellent stakeholder management and relationship building skills at national and local levels.
∎ Ability to take key program messages and activity outputs and communicate them effectively to different audiences through multiple mediums.
∎ Personal Skills:
∎ Strong problem-solving skills and ability to multi-task and handle complex programming challenges.
∎ Ability to work effectively within a team to achieve mutual goals.
∎ Ability to develop new ideas and flexibility to go the extra mile to make them become reality and in completing assigned work.
∎ Effective communication and strong interpersonal skills; an even temperament and good sense of humour.
∎ Other:
∎ Willingness to travel throughout Bangladesh.
∎ Strong computer skills in Microsoft Office and cloud-based systems.
∎ Excellent verbal and written communication skills in English and Bangla.
