Job Context:
∎ Promoting Effective, Responsive and Inclusive Governance in Bangladesh (PERI) Team Leader
∎ The Asia Foundation (TAF) seeks an experienced Team Leader (TL) for a five-year Promoting Effective, Responsive and Inclusive Governance in Bangladesh (PERI) program funded by the Foreign, Commonwealth & Development Office (FCDO) under its Bangladesh Collaborative, Accountable and Peaceful Politics (B-CAPP) Programme. The program will focus on more inclusive, peaceful politics, and greater accountability of the state in Bangladesh.
∎ The successful candidate will be based in Dhaka and will be responsible for overall project management, including providing vision, leadership, and guidance for the project team; developing and implementing work plans; overseeing operational budgets and performance monitoring plans; liaising with the FCDO mission, key government stakeholders at the national and sub-national levels, and other donors and partner organizations; identifying and mitigating project risks; and ensuring achievement of project results and objectives. The TL will supervise key project staff and implementing partners and ensure compliance with the ethical standards and procedures and policies of TAF and with FCDO rules and regulations. The TL is expected to have strategic vision, strong leadership qualities, depth, and breadth of technical expertise in open governance/accountability and policy and institutional reforms programming and delivery, professional reputation, management experience, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the role.
∎ The ideal candidate will have considerable work experience and networks in Bangladesh and/or the South Asia region. Experience implementing complex and multifaceted projects is required, with knowledge of or experience in political economy analysis (PEA), adaptive management and iterative approaches, and codesign processes with multiple stakeholders. Technically, the candidate should have good knowledge of good governance, accountability, policy reforms, local governance, social accountability, and civil society. The TL is responsible for overseeing the development of a fit-for-purpose system for results monitoring, collaborating, learning, and adapting, co-created with the team and FCDO. This system will draw upon TAF`s Strategy Testing methodology and will contribute to developing a shared understanding of the aims and methods of strategy testing with a broad range of program stakeholders across different TAF and partner approaches. The TL is also responsible for ensuring that the design, implementation, monitoring, and evaluation are of high quality and have considered all relevant dimensions of exclusion and disadvantage including gender, disability, poverty, and ethnicity. The TL will draw on broader institutional expertise from other TAF units, including M&E, for continuous improvement and learning.

Job Responsibilities:
∎ Serve as the primary point of contact with FCDO for contract, procedural, and substantive matters, and be responsible for quality control of the technical aspects of performance, procurement, personnel, reporting, and other management-related requirements.
∎ Work closely with TAF BD senior leadership, TAF's program specialist group, and the FCDO counterparts.
∎ Maintain regular communications between the TAF and FCDO to discuss risk mitigation, visibility protocols, and expenditures, as well as monitor the status of reform implementation.
∎ Responsible for ensuring that project objectives are achieved and that operations are well-managed.
∎ Responsible for ensuring that business processes that support program activities are compliant with all relevant audit and safeguards policies while enabling the program to be flexible and adaptive. This includes establishing proper fiduciary management systems, ensuring procurement processes are adhered to, and that office and employee support systems are in place.
∎ Ensure the program's Joint Steering Committee decisions and instructions are effectively addressed.
∎ Supervise a team of professionals and experts across various technical and functional areas.

Additional Requirements:
∎ Minimum of ten years of relevant professional experience in a senior management position in a program of similar magnitude, preferably in the areas of strengthening national and subnational policies and policy implementation; open governance/accountability and policy and institutional reforms programming. Past experience as a Team Leader on a project supported by USAID/FCDO preferred.
∎ Ability to establish strong working relationships with a variety of stakeholders including the FCDO, USG, government representatives, other donors, and partners.
∎ Proven success and exceptional leadership in the design, management, implementation, monitoring, and evaluation of similar-sized FCDO or USAID and other international donor-supported programs, with skills in strategic planning, PEA, adaptive management, supervision, budgeting, gender equality, social inclusion, and local capacity building.
∎ Solid understanding of the value systems, traditions, and social norms and practices of different cultures, particularly in Bangladesh, strongly preferred.
∎ Excellent oral and written communication skills in English.
