Job Context:
∎ Work Location: IRC-Bangladesh, Ukhiya Office
∎ Reporting to: Senior Program Coordinator - Rohingya Response
∎ Department: Programs
∎ Expected Start Date: At Earliest
∎ Contract length: Till 30th November 2021 (with possibility of extension subject to funding, program needs and performance of incumbent)

Job Responsibilities:
∎ Program Leading, Management, Implementation and Coordination:

∎ Coordinate and provide managerial supports to the planning and timely implementation of activities according to the actions defined in the approved project proposals
∎ Ensure that project budgets and detail implementation plans are in place and provide the necessary guidance and support to the team to achieve timely and quality implementation of activities.
∎ Ensure that all program targets are reached in accordance with agreed program objectives, in line with the overall program approach and ensure integration with other program activities.
∎ Ensures that the projects are implemented in full compliance with IRC, Govt. and donor processes, policies, systems and procedures
∎ Carry out regular field/camp visits to monitor and inspect works and IRC visibility and organize regular project review sessions jointly with M&E, Grants team, Finance and Operations team
∎ To ensure proper entry and roll-out of new projects and extension phase of on-going projects and ensure that Sr. Managers receive quality supports to carry this out effectively and efficiently
∎ Adhering to Management in Partnership approach, foster an enabling environment where Sr. Managers and working closely with Technical Coordinators to ensure program quality.
∎ Ensure integration of Women Protection and empowerment, Child protection, and Protection & rule of law in the implementation of project;
∎ Ensure field concerns and challenges are brought to relevant stakeholders and they are well coordinated at camp level to keep the 'protection" works unaffected.
∎ Perform priority organizational tasks related to his/her competencies as may be assigned from time to time.
∎ Ensure that sensitivity to protection issues and application of the principle of confidentiality are maintained and not compromised at any stage of implementation.
∎ Budget Management

∎ Authorize expenses, monitor program expenditure and budgets, and work with Program, Grants, Finance, Operation and Supply Chain team to ensure resources are optimally utilized and spending is in line with IRC's financial procedures and donor requirements.
∎ Ensure that project budgets and detail implementation plans are in place and their timely implementation in a cost-effective manner, that costs are kept within budgets
∎ Team management

∎ Effectively manage talent and supervise teams, manage team dynamics and staff well-being, provide coaching and strategically tailor individual development plans.
∎ Lead, manage and motivate the team, ensuring that they have clear objectives, work-plans and receive meaningful and regular feedback on their performance
∎ Complete performance management for managing staff timely and monitor and assess performance to ensure adequate capacity.
∎ Provide recommendation to Sr. Program Coordinator and HR on issues related to managing staff performance and other related concerns
∎ .
∎ Address and mitigate staff complains and conflicts in coordination with the Sr. HR Coordinator, Sr. Program Coordinator, Technical Coordinators and Deputy Director of Programs.
∎ Ensure that all responsibilities and duties are carried out in a way that promotes IRC's values and culture
∎ Provide support to the team members to in a timely manner to meet project and learning needs
∎ Representation

∎ Represent IRC to and proactively engage in relevant coordination fora and meetings at both at field and Cox's Bazar level.
∎ Develop and maintain effective functional relationships and linkages with all relevant stakeholders, including government stakeholders, NGOs, UN agencies etc. to enhance cooperation and coordination.
∎ Represent IRC if and when needed in relevant coordination meetings/workshop/seminar etc.

Additional Requirements:
∎ Understanding of humanitarian/ emergency response/development and minimum five (5) years of relevant professional experience, including experience in GBV, Women's Empowerment, Child protection or protection programming;
∎ Expertise and experience in delivering and managing complex projects
∎ Strong organizational skills, including the need to be agile by responding to requests at short notice, work on multiple projects with competing priorities at the same time with the ability to meet deadlines
∎ Demonstrable people and budget management skills
∎ Ability to work cooperatively in a cross-cultural setting
∎ Adaptable and able to work under pressure in a demanding and fast-moving environment
∎ Initiative and motivation to work independently and develop solutions to problems.
∎ Project Cycle Management
∎ High level sensitivity to protection issues and application of the principle of confidentiality
∎ Strong communication skills, with good understanding of relevant cross-cultural and sensitive issues;
∎ Excellent qualitative and quantitative reporting skills
∎ Ability to maintain strong integrity on behalf of the organization

∎ High level of Competency in MS Office Package
∎ Proficiently in reading, writing and speaking in English and Bengali
