Experience:
Minimum fifteen years of work experience in public/mass communication including a minimum of ten years in an independent capacity in developing IEC materials (in local language) for mass dissemination amongst communities on water, sanitation, health, hygiene lc-She/he have worked in capacity building activities focused on communities and local government organizations and demonstrated ability to work within a multidisciplinary team, rural communities and project stakeholders and well versed with various news/media channels of Bangladesh.
This position is exclusively for National Staff, and candidates must possess proficient knowledge of both written and spoken Bangla.
About the Project:
World Vision Bangladesh has been shortlisted to submit a full proposal for a significant consultancy assignment under the Chattogram Hill Tracts Inclusive and Resilient Urban Water Supply and Sanitation Project, funded by the Asian Development Bank (ADB) and implemented by the Department of Public Health Engineering (DPHE), Government of Bangladesh.
This consultancy—titled Community Capacity Building and Behavioural Change (CCBBC)—is focused on strengthening local institutions and empowering communities across Rangamati, Bandarban, and Lama to manage and sustain inclusive, climate-resilient water and sanitation services.

This is a systems-focused, community-rooted initiative aiming to promote equity, gender inclusion, climate resilience, and local ownership in urban WASH services in the CHT region. The assignment also includes a strong emphasis on training, communication for development (C4D), and creating locally viable models for service sustainability.

Project Duration: 36 months
Job Purpose:
The Team Leader cum Communication Expert is responsible to Plan and manage all public awareness activities including promotional events, internal information programs, public information programs for awareness raising issues etc. Develop media relations policy and advise management on public relation interview techniques. Finalize and direct the production of printed publications and develop content for news releases newsletters, bulletins, pamphlets, directories, and posters. Produce and directs radio or audio-visual productions. Develop scripts for presentation in cameras audio-visual equipment, video cassette and audio cassette recorders and other production equipment. Initiates, develops, and maintains media contacts for disseminating information. Researches and writes speeches and position papers on selected topics for lEC related issues. For information campaigns the IL cum Communication Expert should frequently act even as subject matter spokesperson, representing concerned GoB. Paurashava and/or NGO management at community meetings, media interviews, group meetings and at local and national sanitation functions. In addition, heishe along with the team of consultarts shall extend required support-to PMU and PiUs on CBBC activities.
