Responsibilities & Context:

1. Procurement & Sourcing Strategy

  • Develop annual procurement plans based on distribution schedules and beneficiary needs.
  • Source reliable vendors for buns, boiled eggs, and seasonal fruits.
  • Negotiate the best pricing, terms, and delivery conditions to maximize cost efficiency while maintaining quality.
  • Establish framework agreements or long-term contracts with key suppliers to ensure price stability.
  • Maintain an updated supplier database with pre-qualified vendors.

2. Vendor Management & Compliance

  • Conduct vendor assessments, audits, and site visits to ensure compliance with food safety and hygiene standards.
  • Build long-term relationships with suppliers, farmers, and manufacturers for a stable supply.
  • Ensure vendors meet Bangladesh Govt. school feeding quality guidelines and BSTI standards.
  • Monitor vendor performance (quality, delivery, reliability) and take corrective action as required.

3. Supply Chain Coordination

  • Work closely with the Operations Manager to align procurement with warehouse capacity and distribution schedules.
  • Monitor lead times for deliveries and manage buffer stock to avoid shortages.
  • Coordinate seasonal sourcing of local fruits, ensuring freshness, nutritional value, and cost-effectiveness.
  • Implement demand forecasting models to minimize wastage and optimize inventory.

4. Cost Control & Profitability

  • Develop sourcing strategies to reduce procurement costs while ensuring profitability.
  • Monitor market trends (food prices, transport costs, inflation) and update management with risk assessments.
  • Regularly review supplier contracts to identify cost-saving opportunities.
  • Ensure zero tolerance for over-invoicing, corruption, or supply chain fraud.

5. Policy & Documentation

  • Ensure all procurement follows Government Public Procurement Rules (PPR),
  • donor, and internal policies.
  • Maintain transparent documentation of bids, contracts, invoices, and payment approvals.
  • Support the Finance & Accounts team in the reconciliation of supplier payments with
  • deliveries.
  • Prepare procurement reports for management, auditors, and government authorities.

6. Quality Assurance & Risk Management

  • Work closely with the Quality & Compliance Officer to enforce quality checks before goods acceptance.
  • Develop risk mitigation strategies for supply disruptions, such as alternate vendors or local sourcing.
  • Establish food traceability systems to track product flow from supplier to school.
  • Ensure adherence to food storage, transportation, and expiry management protocols.

7. Team Leadership & Capacity Building

  • Lead and mentor procurement officers/executives in best practices of negotiation and vendor management.
  • Build internal capacity on market analysis, contract management, and procurement ethics.
  • Drive adoption of technology (ERP, procurement software, e-sourcing platforms) to improve efficiency.
