Job Context:
∎ Position Summary: Brac Institute of Governance and Development (BIGD), based at Brac University in Dhaka, Bangladesh, seeks a Sr. Grants Officer. We are looking for an experienced executive with sound knowledge of financial management, including subgrant and partner organisation management, compliance, and ethics. The Sr. Grants Officer will be responsible for setting up and executing the subgrants made through the initiative as well as the overall financial management of the initiative.
∎ About BIGD: By influencing policy and practice through rigorous research and quality academic programs, BIGD aims to promote innovation in governance and development processes towards a more just and prosperous society. Partnering with academics around the world, BIGD conducts multi-method research on governance and development issues in close collaboration with several crucial departments of the Government of Bangladesh, large non-profits such as BRAC, and international organisations such as the World Bank. BIGD oversees BRAC International`s Independent Research and Evaluation Cell (IERC), which works in ten countries across Asia and Africa. BIGD also hosts the Country Office of the International Growth Centre (IGC), London School of Economics (LSE); and the ED) of BIGD heads the IGC Country Office.
Job Responsibilities:
∎ Grant Management (50%)
∎ The Sr. Grants Officer will assist Sr. Manager - Grants Management in execution of the following activities. He will have increasing levels of responsibility and oversight over these activities.
∎ Development of a subgrant management system that ensures efficiency, accountability, and compliance
∎ Development and execution of subgrant agreements fulfilling all relevant legal and compliance requirements
∎ Defining a standard set of deliverables and reporting templates for each award for monitoring and reporting purposes
∎ Advising the grantees of the responsibilities, requirements, and grants management policies and procedures regarding the proper use of funds throughout the life of a subgrant
∎ Negotiating with grantees to resolve problems of grant obligations and determine actions
∎ Managing and coordinating the approval of agreements and sub-agreements, amendments, cost extensions, and no-cost extensions, as applicable
∎ Assist in the subgrant selection process, including designing and updating the financial documents related to the Requests for Proposals (RFPs), reviewing the financial documents submitted by the applicants, and making necessary recommendations
∎ Process subgrant payments as per the subgrant agreements
∎ Check the financial reports submitted by the grantees for accuracy and compliance
∎ Establish coordination with partner organization and review the financial information of the partner organization.
∎ Financial management (50%)
∎ Assist treasury management for the initiative-managing fund inflow and outflow, reconciliation of fund balance, Invoicing, and disbursement
∎ Report fund status-receipts, payment, and budget variance
∎ Ensure that proper documentation is submitted and retained for all transactions
∎ Coordinate with BRAC USA on WEE-DiFine financial matters
∎ Perform any other duties assigned by the management
∎ Financial management tasks will apply to among Care & Capital, WEE-DiFine, WEE-Connect and other BIGD projects, as assigned.
Additional Requirements:
∎ At least three years of relevant experience including one years of experience in managing grants and partner organisation
∎ Demonstrated ability to work across teams
∎ Strong problem-solving skills and ability to work under tight deadlines
∎ Strong communication skills, including speaking and writing effectively in English
∎ Excellent project management skills and ability to prioritize work and resources
