∎ The purpose of the position of Sr. Admin and Finance Officer (Sr.AFO) will work under the guidance of Country Operations Manager (COM) with day-to-day working relation with other Malteser International team members; Ensure Day to day operations in the Cox`s Bazar office including office management, financial, administrative and logistics procedures during program/project implementation and closure.

∎ Sr. Admin and Finance Officer is responsible for the financial management and reporting of the project in consultation with the COM of Malteser International Country Office. Sr. AFO will maintain efficient financial systems and procedures as well as control mechanisms to support the smooth running of the operations and ensure compliance with respected donor and MI policies and procedures.
Job Responsibilities:
∎ Support and ensure project administrative compliance with relevant Malteser International procedures in the areas of procurement, HR management, local and international travel, and other administrative activities as deemed necessary by the project;
∎ Ensure the timely payment of all bills and invoices, staff mobile allowance, internet bill with the proper authorization and supporting;
∎ Check and verify all invoices for local & international travel, other bills and enter into FTL system by using the proper account codes for each transaction and process the payment accordingly;
∎ Maintain cashbook and responsible for the management of petty cash;
∎ Ensure the application of an electronic and hard copy filing system for all operations according to Malteser International standards
∎ The Sr. FAO will work under the supervision and overall guidance of the Country Operations Manager with support to the partner organizations in the overall management of the operational team, including personnel, fixed assets, financial assets, inventory, and other resources in accordance with Malteser International's, relevant donors' as well as with national legislative procedures and regulations.
∎ Under the guidance of COM, the Sr. FAO will ensue the Capacity Development of the operational team of the partners organizations in relevant fields of finance, administration and logistics to be in a position to meet quality standards of Malteser International, donor' and national legislative operational rules and regulations.
∎ In close collaboration and guidance of the COM Sr. FAO will monitor on-going levels of expenditure on the projects and support the timely report of likely overspending and underspending.
∎ The Sr. FAO will closely work and overall guidance of COM, ensure the partner organizations provide regular overviews on expenditures and forecast in reference to approved budgets, as well as highlighting funding deficits and delays in project implementation as reflected in budget expenditures
∎ Ensure monthly project record verification of the partners and make a verification report with appropriate recommendation, follow-up and actions in a timely manner
∎ Ensure compliance management including VAT, TAX and other applicable laws of Bangladesh Govt.;
∎ Maintain records and updates of the staff leave requests form, medical claims tracker, contract overview, procurement file etc. and filling properly.
∎ Ensure the assets and inventory list and physical updated with every change in half yearly and send to RHQ.
∎ Provide logistic support to arrange training/workshop/seminar/meeting etc. or any other logistics support required for MI staff.
∎ Arrange repair and maintenance of office equipment, ICT equipment, team house assets, fittings etc.
∎ Supervise and monitor the activities of office support staff and driver;
∎ Other duties as requested by the supervisor to enable and develop MI programs.
Additional Requirements:
∎ Minimum ten (10) years practical experience of financial management, financial monitoring, administrative and procurement in the humanitarian/development projects with either NGOs/INGOs;
∎ Experience in the usage of computers and MS office packages (word, excel, power point, etc.) and other computerized applications
∎ Good communication skills in English and Bangla (local language will give an advantage)
∎ Ability to build good working relationship with project team and partners at a range of levels and in different locations.
∎ Ability and willingness to work in a team
∎ Pro- active with an ability to think analytically, identifying opportunities and mechanisms to broaden programming
∎ Proven experience in logistics, office organization and human resources management
∎ Ability to be a flexible team player and to promote productivity in a pleasant working environment
∎ Good coordination and organizational skills such as timely follow-up
∎ Ability to work in a multicultural environment
∎ Physical and mental strength, readiness to live near a refugee environment
