Muslim Aid ensuring sectoral services to fulfil the pledge of Bangladesh Government in Vision 2021 and SDG.
∎ There is a five years long new project named "The integrated rehabilitation program for ultra-poor slum dwellers in Mohammadpur and Mirpur in Dhaka city and Saidpur in Nilphamari district for Technical & Vocational Education & Training (TVET), in Bangladesh" to enhance 22,100 Urban Slum Dwellers` access to skills training and capacity enhancement for creating livelihood opportunities and contribute in economic development of Muslim Aid Bangladesh Field Office (MABFO) funded by IsDB.
∎ Purpose of the Position:
∎ Under the direct supervision of the Team Leader of MABFO, the Skills and Livelihood Development Coordinator will work for this project with TVET in Bangladesh to coordinate three centres` implementing work centrally and other donor funded project under Humanitarian Programme.
Job Responsibilities:
∎ Contribute to planning, budgeting, monitoring & evaluating, documenting of project interventions; ensure timeliness and quality of interventions carried out of 03 Centres' of Feal Khair, IsDB Programme;
∎ Ensuring smooth functioning, supervise & oversee the 03 Centres' of Feal Khair, IsDB Programme in a view to maximum achievement of Muslim Aid (MA) objectives within the framework of organizational principles;
∎ Ensure successful implementation of Emergency Response, Livelihood and other donor funded Projects under Humanitarian Programme
∎ Ensure quality reporting to donors and/or MA Headquarters within agreed timeline;
∎ Draft quality concept notes and proposals on programmes;
∎ Financial Management including donor fund hunt and regular communication & reporting;
∎ Manage Human Resource & compliance ; Coordinate and building network for the Sustainability of the programme
∎ Select, manage and allocate funds for partnership to the interested NGOs in the implementations of the programs keeping database through ensuring compliance and Due Diligence criteria;
∎ To develop and agreed program strategy and operational plans;
∎ Manage all aspect of the project, including technical support and supervision, and the development of effective monitoring, evaluation and reporting systems;
∎ To represent and liaise with key partners in both the government and NGOs, and providing support for appropriate capacity building to partner NGOs/ institutions;
∎ To ensure good working relationships with a number of national/international agencies, donors and senior managers of government department as well as Technical Education Board;
∎ To ensure effective management, support and development of all staff engaged by MAIT in the project work.
∎ To assume budget responsibility for all active projects that s/he is managing and ensure sound financial monitoring and accountability of the projects;
∎ To work with the team to draw up overall programme;
∎ To assist the programme team to ensure that the Progrmmes operates within a sound management framework;
∎ To contribute to the risk management strategy and ensure that risk management is an on-going process in all relevant programmes;
∎ To work collaboratively with other teams within project to ensure consistent approach to other projects, particularly for other MAITs; Contribute to seminars and workshop to disseminate the project learning as and when required. To assist with programme audits and assessment where necessary;
∎ To coordinate and consult with donors and to maintain good relationship by sending regular summaries of ongoing projects at timely intervals to Muslim Aid headquarters;
∎ Any other duties commensurate with the accountability of the post given by the department.
∎ Other:
∎ Has a good network among TVET actors like government agencies, (I) NGOs and training institutes;
∎ Conduct any other task assigned by the Team Leader in line with the nature of this Job Description.
Additional Requirements:
∎ Good knowledge of different training methodologies including competency based training, assessment (formative, summative) and development of standards, curriculum and Training Materials.
∎ Experience in development cooperation with donor agencies and I/NGOs is an advantage.
∎ Excellent working knowledge of computer applications like MS Office (Excel, Word, Outlook, Power Point).
∎ Excellent interpersonal and communication skills (Mandatory).
∎ Proven skills in representation.
∎ Operates effectively and efficiently also under stressful situations and tight deadlines.
∎ Demonstrated ability managing complexity and prioritizing multiple tasks. Experience and skills in coordinating with Government agencies, other partner organizations, Donors, and with local authorities. Strong knowledge of the TVET and skills development sector and system in Bangladesh; is abreast with current developments
∎ Good command over English in both speaking and writing.
∎ Ability to work with rights-based approach in entire project cycle management
∎ Ability to grow and expand business in line with strategic priorities of Muslim Aid
∎ Ability to represent Muslim Aid to government officials, local groups and community members is essential.
∎ Communication and presentation skills, for example; ability to represent Muslim Aid in meetings with donor effectively and ability to engage with private businesses and the corporate sector
∎ Ability to produce clear and timely written communications in the form of donor reports.
∎ Research and analytical skills, numeracy, budgetary and financial reporting skills.
∎ Ability to manage a multitask workload and be flexible to altering priorities in order to respond to changing demands.
∎ Ability to live and work well with others in a team situation.
∎ Strong administrative skills and ability to effectively use technology and follow departmental procedures
∎ Must be able to familiar with MS Office (Excel, Word, Outlook, Power Point).
∎ Field visits play an important part in the incumbent's activities; as such, it is expected that the incumbent is willing and able to take part in such activities as and when needed.
