∎ Computer skills in SPSS, MS Access, and Excel are essential.
∎ Excellent oral and written English skills.
∎ Excellent computer skills especially in MS Excel and experience with using email.
∎ Ability to manage M&E database, including template design, data entry, cleaning, and logical checks of monitoring data.
∎ Knowledge of participatory approach, institutional assessment, and quantitative and qualitative techniques for various assessments and analysis.

Responsibilities & Context:
∎ Lead to roll out MEL plan and interventions with minimum supervision at Cluster Level
∎ Support and ensure incorporation of health, family planning, and nutrition issues are incorporated in the monitoring tools, and lead the monitoring, evaluation, and documentation as per the donor and GoB rules and policies.
∎ Guide the project and partner staff to ensure implementation of the MEL system through regular inputs in tools/ data collection platform and follow up with project staff.
∎ Established and maintained project MIS and ensured data quality data entry by the project staff.
∎ Work with the MEL team to develop a robust system to facilitate database decision-making for all the outcome-wise activities and revision of approach (if needed).
∎ Lead data management, reporting, and capacity building of government staff using DHIS2 and other platforms of DGHS and DGFP
∎ Setting up and ensuring accountability mechanism. Ensure that the CFRM is effectively functioning, including and closing the loop of all feedback.
∎ Collect and validate field data regularly for donors and other reporting purposes.
∎ Support the MEL in drafting, guiding, and managing the consultant or project team in conducting baseline, mid-line, and end-line survey evaluations and reporting.
∎ Design tools/methodology for collecting monitoring data on a regular basis.
∎ Work with partners and lead to capacity-building initiatives for smooth operation of MEL interventions.
∎ Taking initiative partner capacity building plan in terms of MEL perspective
∎ Job Summary:
∎ The Senior Technical Officer - M&E and Documentation as a member of the CNHA Project Cluster team, is responsible for ensuring the implementation of an effective & comprehensive M&E & Learning system for the program; integrating quantitative and qualitative approaches in the Program interventions at Local NGO level; assist M&E, technical team to implement the comprehensive MEL system. S/he will also take part in supporting the M&E team led by MEL Director in order to ensure the quality of M&E data through desk review, spot check/field visits, and also take part in the systematic Data Quality Assessment (DQA), S/He will conduct a regular field visit to oversee the quality of implementation of M&E and share observation to CBDO team for further improvement. Senior Technical Officer M&E and Documentation will be based at the Cluster Office and work under the direct guidance of the Cluster Coordinator for M&E and documentation and adapting (CLA) objectives. S/he is responsible for introducing and skill transfer on how to use MoHFW digital M&E system in assigned areas. S/he will take the initiative for capacity Build of LNGO M&E in Information Systems. S/he should extend effective support to the LNGOs by on-the-job support as needed for data collection, Age-specific community group monitoring, Local Service Providers (LSP), H& FP, and Nutrition activities monitoring. S/he will be held accountable for providing support for the smooth implementation of the M&E systems of CNHA.
∎ S/he will ensure data quality through systematic cross/spot checking and triangulation of monitoring data at its primary and secondary sources on a regular basis. S/he will also be responsible for ensuring quality monitoring data and information through regular meetings with the LNGOs’ Senior Technical M&E and Documentation Officers and making purposive visits to the field and local institutions. The incumbent is accountable for hard and soft data management and preservation ensuring accuracy and timely presentation of CARE M&E activity data.

∎ Compensation:
