Experience:

The Senior Project Officer MEAL will oversee the Monitoring, Evaluation, Accountability, and Learning (MEAL) activities within the FSSL Sector under the Humanitarian Crisis Management Programme (HCMP). This role ensures the development and implementation of a robust information management & MEAL framework in alignment with BRAC’s strategic objectives, with a strong focus on managing information systems for data collection, analysis, and reporting. The officer will lead the monitoring and evaluation efforts, ensuring accurate data is captured and reported to assess the impact and effectiveness of interventions, ultimately strengthening accountability and learning within the program.
Programme & MEAL System Development
Develop and ensure the implementation of MEAL frameworks for all projects under the HCMP Pooled Fund.
Support in the creation of log frames and design the MEAL system for new and ongoing projects, aligning them with HCMP’s strategy.
Support the development of emergency response programme monitoring and implement the Humanitarian Response Master Log Frame/results framework.
Monitoring
Develop and support program in designing and implementing MEAL plans.
Ensure the regular update of IPTTs for projects under the HCMP Pooled Fund (including Rohingya Response).
Develop Quality Benchmarks for each project and ensure they are rolled out effectively across sectors.
Ensure the collection, synthesis, and analysis of data for lessons learned to inform programme design.
Design appropriate tools and methods for measuring the effectiveness and impact of different projects within the Pooled Fund.
Accountability
Ensure that all MEAL staff and related personnel understand program accountability to communities, through coaching, mentoring, and regular training.
Strengthen the accountability system within the HCMP Pooled Fund, ensuring it is more comprehensive and action-oriented.
Ensure feedback and complaint mechanisms are in place to close the feedback loop.
Information Management
Develop and manage information systems for data collection, analysis, and reporting within the MEAL framework.
Ensure that data from various sources (field reports, monitoring data, assessments, etc.) are properly collected, stored, and organized in a user-friendly and efficient manner.
Ensure proper data management systems are in place for tracking and monitoring project progress and outcomes.
Regularly update and maintain data dashboards, ensuring real-time access to key project metrics and results.
Oversee the implementation of tools for real-time data collection and monitoring, ensuring that all data is accurate, timely, and reliable.
Develop reports and visualizations for sharing data and key insights with stakeholders (both internal and external) to inform decision-making.
Research, Evaluation & Learning
Support in conducting needs assessments across various project sites in the Cox’s Bazar office.
Ensure that baseline data is collected for all projects under the UNHCR, and track changes in outcomes.
Provide technical support for different studies and independent reviews, especially in Cox’s Bazar humanitarian response programs.
Facilitate coordination between the MEAL team and programme staff to ensure lessons learned from M&E activities are incorporated into project planning.
Communicate findings in an accessible manner to internal stakeholders, maintaining CHS standards.
People Management & Development
Facilitate coordination with programme staffs, and MEAL teams.
Identify training needs and provide regular training for MEAL staff to improve monitoring and data collection skills.
Define clear objectives for monitoring tasks, assign responsibilities, and ensure all team members are aligned with goals.
Conduct regular field visits to monitor data collection quality, provide feedback, and address challenges.
Organize learning sessions to share monitoring experiences and lessons learned across teams.
Set annual goals for monitoring tasks, conduct quarterly reviews, and provide feedback for continuous improvement.
Safeguarding
Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
