Job Responsibilities:
∎ Lead in developing annual fundraising plan for CEP and update/ revise/ follow-up quarterly to successfully engage with potential donors in development and corporate sectors. Guide the direct reportees in tracking and researching the potential donors to gain insight into their needs, beliefs and donation habits through maintaining a database to understand how to position BRAC to the donors for potential funding opportunities. Proactively explore new funding opportunities
∎ Identify fundraising opportunities such as announced calls /requests for EOIs, concept notes, proposals, etc. and lead in completing internal preparation for CEP to respond to the calls/ requests following BRAC's standard operating procedure (SOP). Ensure timely response to identified fundraising opportunities for CEP by developing concept notes, technical and financial proposals, etc. in line with the requirements of donors and funding entities
∎ Design and develop programmes that comply with the organisation policies and guidelines as well as regulatory and legal requirements. Ensure strategic alignment across competing priorities among units during programme development process. Work closely with the component leads and unit leads of CEP during programme design and development process for the concept notes and proposals
∎ Act as the focal of CEP for collaboration, information sharing and quality control for the programme development works. Be an integral part of the community of practices for quality designs of programmes and proposals. Input and update CEP's data into the programme development and resource mobilisation pipeline database regularly. Co-create technical and financial proposals involving the counterparts in other programmes and departments of BRAC and BRAC International
∎ Maintain working relationship with BRAC affiliate institutions such as BIGD, BUIED, JPGSPH, etc. for different research and partnership initiatives. Also, maintain effective communication and liaison with BRAC's programmes and departments, donors, development partners and other relevant stakeholders
∎ Lead the initiatives for developing theory of change, logical framework and budget for CEP. Act as the key contributor to the development and review of programmes' strategy, annual operating plan (AOP), and other priority strategies/ plans
∎ Usher the innovation processes in line with CEP's plans and priorities working, and in close coordination with component leads as well as SIL and under the supervision of Programme Head and Director. Collaborate in managing new initiatives and pilot projects, and ensuring their successful implementation for future scale up
∎ Spearhead CEP's communication and knowledge management units in documenting outcomes of activities, developing IEC, BCC and other communications materials, and documenting lessons learnt, best practices, etc. Also, ensure that progress reports, project completion reports, etc. are produced and submitted for different projects and components of CEP by the relevant leads according to the reporting schedules
∎ Steer the coordination of initiatives to capture and document programme outcomes, lessons learned and best practices of all CEP components through conducting studies/ researches/ field-visits and disseminate the knowledge materials internally and externally.Collaborate with different component leads of CEP and provide them technical support to improve programme/ project implementation based on gathered knowledge from lessons learned and identified best practices. Work closely with Programme Head and Programme Managers to ensure that the best practices are replicated after careful contextualisation
∎ Perform the role of 'Advocacy Focal Point' of CEP for the Advocacy Forum. Manage the advocacy issues - grouped into local-level advocacy and national-level advocacy -sourced from component leads, Programme Head, and Director to place them before the appropriate authorities through proper channels of BRAC
∎ Perform the role of 'Safeguarding Champion' of CEP in accordance with the associated terms of reference (TOR) to support mainstreaming safeguarding throughout CEP. Update the Director and Programme Head regularly on CEP's safeguarding status in relations to the organisational and programme-specific safeguarding commitments as mentioned in the Safeguarding Charter
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the safeguarding goals while acting as a key source of support, guidance and expertise for establishing a safe working environment in accordance to its reporting procedures. Practice, promote, encourage and endorse the safeguarding policy and implementation standards among team members in case of any reportable incident
Additional Requirements:
∎ At least 7 years working experiences with strong skills and capacity in programme development and fundraising, project planning and management
∎ Knowledge on development theories in general and practices by NGOs and other development agencies especially on violence against women, social cohesion, peace, social harmony, empowerment, local governance, livelihood, health, environment/ climate change issues, and marginalised groups
∎ Have technical and discretionary skills of budget preparation and management leadership in general and capacity building issues in specific
∎ Knowledge on qualitative and quantitative research methodology
∎ Skills on time management, leadership, analytical ability, multitasking, facilitation, communication, presentation skill & report writing
∎ Have competency on adaptability, learnability, attention to details, teamwork, relation building & change management
